Site Visit Notes and Photolog
9/17/2018 — DWR staff from the MRO conducted a site visit (post hurricane) to observe/document site conditions
regarding the coal ash structural fill located on the property formerly owned by Race Park USA. After the site visit on
9/6/2018, MRO communicated with Mr. Gary McPeters, Construction Superintendent, that the exposed coal ash needed
to be covered and stabilized to the extent possible. Mr. McPeters complied with the request and had the exposed areas
covered.
Due to the rain from Hurricane Florence, new areas along the construction road eroded and exposed coal ash material.
Exposed coal ash was observed along a portion of the construction road identified on the map below. The sediment
basin was full of stormwater/sediment and the water level was observed at the rim of the riser structure in the basin.
Coal ash deposits were observed in the sediment basin identified on the map below. It appears that the sediment basin
was cleaned out prior to the hurricane. The material removed from the sediment basin was placed on the northern
berm of the sediment basin where coal ash was observed surficially and intermixed with soils during the 9/6/2018 site
visit. Surficial ash deposits were also observed on the southern side of the construction road identified on the map
below.
