Long Drawer A Garysburg, NC 27831� Subject: Arthur's Creek Coal Combustion BYer duct Reuse Plan Northampton County, NC Dear Mr. Long, NCDENR I have reviewed the information contained within the rthur's Creek Development Northampton County, NC Coal Combustion Byproduct Reuse flan pared by: Plumbline Corporation P.A. dated April 23, 2004. I also received from Plumbline Corp. an addendum consisting of the plan sheets, including cross sections, dated April 27, 2004. After review of these documents I have the following comments and requests: 1) The notification should include the following ver loge according to the North Carolina Solid Waste Rule 15A NCAC 13B [Rule] .1703 (a) (6) "Changes that occur will require subsequent notification of the Division of Solid ante Management". 2) Coal coutbustion by-products utilized on an exter or slope of a structural fill shall not be placed with a slope greater than 3.0 horizontal to .tl vertical (3:I) according to Rule .1705(l).
