I have reviewed the information contained within the rthur's Creek Development Northampton
County, NC Coal Combustion Byproduct Reuse flan pared by: Plumbline Corporation P.A.
dated April 23, 2004. I also received from Plumbline Corp. an addendum consisting of the plan
sheets, including cross sections, dated April 27, 2004. After review of these documents I have
the following comments and requests:
1) The notification should include the following ver loge according to the North Carolina Solid
Waste Rule 15A NCAC 13B [Rule] .1703 (a) (6) "Changes that occur will require
subsequent notification of the Division of Solid ante Management".
2) Coal coutbustion by-products utilized on an exter or slope of a structural fill shall not be
placed with a slope greater than 3.0 horizontal to .tl vertical (3:I) according to Rule
.1705(l). The slopes as presented on the construe 'on plains are as steep as 1.2:1. Please
submit new drawings with the slopes in accordance with the rule. If Coal Combustion

The slopes which are shown on the cross sections are not shown to be representative of what
is on the plan view. Along cross section A A the slope on the east side of the project is
actually 2.8-1. Along cross section B-B, the slop on the north side is 2.9:1 and on the south
side is 2.6:1. These cross sections will need to be resubmitted after the new design plans are
complete with no greater than 3:1 side slopes.
