PURPOSE OF SITE VISIT: Comprehensive Inspection STATUS OF PAST NOTED VIOLATIONS: 15A North Carolina Administrative Code 13B .0503(2)(a) – During the previous inspection, a review of methane monitoring data found that the lower explosive limit for methane had been exceeded at multiple gas monitoring wells on multiple dates, specifically GP-7, GP-8, and GP-11. These monitoring wells are located along the west and north property boundaries. Therefore, Catawba County was found in violation of 15A NCAC 13B .0503(2)(a) in that the lower explosive limit for methane had been exceeded at the facility property boundary. To achieve compliance, Catawba County was required to take steps to ensure that the gas collection system functioned as designed. Those measures could include, but not be limited to the development of a consistent schedule for pumping of water from the gas collection system, and/or installation of permanent measures to prevent water from infiltrating into the system. Within 30-days of issuance of the previous inspection report, Catawba County was required to submit written documentation to the Solid Waste Section detailing the chosen method. It was requested that the documentation be submitted to Ervin Lane, Compliance Hydrogeologist. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 2 A Methane Monitoring Well Exceedance Notification was submitted to the Solid Waste Section on February 10, 2016. This plan proposed installation of a new all-weather access road to the wells and sumps near MW-P7, MW-P8, and MW-11 in order to ensure that water levels in the lines, sumps, and wells could be monitored and pumped or repaired as needed. Inspection of the facility on June 28, 2019 found that the all-weather access road had been constructed as proposed in the Methane Monitoring Well Exceedance Notification. A review of methane monitoring records found no exceedances above applicable standards. Therefore, this violation is considered resolved. Thank you for your attention to this matter. OBSERVED VIOLATIONS: None ADDITIONAL COMMENTS 1. Semiannual groundwater monitoring was being performed for the facility as required. Records for 1st and 2nd semiannual samplings for 2016, 2017, and 2018 were verified. 2. Methane monitoring was being performed quarterly at the facility. Records for sampling events performed on 3/10/17, 6/9/17, 9/6/17, 12/4/17, 2/2/18, 3/9/18, 6/28/18, 8/24/18, 12/4/18, 3/7/19, and 6/15/19 were verified. No exceedances above applicable standards were found. 3. A gate was provided at the entrance of the facility to prevent unauthorized access. 4. The landfill has an active landfill gas extraction system. All gas is routed to a flare located on the south side of the landfill. The flare was in operation at the time of inspection. 5. The landfill was stabilized with native vegetation at the time of inspection. Staff had just completed mowing the landfill prior to the inspection. 6. Edge of waste markers were in place consisting of 2-inch PVC pipes. 7. No areas of significant settling were observed on the landfill. 8. It appeared that areas of significant standing water documented on the previous inspection report had been repaired. 9. Mr. Hamby explained that the County is planning to recap the western portion of the landfill and add as much as 15-feet of soil to the landfill cap. This work will aid with settling and water diversion. Please ensure that any proposed work to the cap of the landfill is submitted to the Solid Waste Section for review. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
