The activities were conducted in accordance with the requirements outlined in the Notice of Regulatory Requirements (NORR) letter issued by the North Carolina Department of Environment Quality (NCDEQ) on March 28, 2019. In October 2018, Charlotte Douglas International Airport (CLT) retained a contractor to remove one 1,400- gallon heating oil underground storage tank (UST) discovered during demolition of the GADO building. Wood performed a UST closure assessment on behalf of CLT relative to the tank removal Analysis of soil samples collected during the closure assessment identified concentrations of petroleum constituents that exceeded the Soil -to -Water Maximum Soil Contaminant Concentrations (MSCCs). For this reason, Wood recommended performing a Phase I Limited Site Assessment (LSA) to evaluate the groundwater quality at the former tank location. The Notice of Regulatory Requirements (NORR) letter issued by the NCDEQ indicated that CLT must comply with assessment and reporting requirements of Title 15A NCAC 2L .0405 including the preparation of an LSA. CLT retained Wood Environment & Infrastructure Solutions, Inc. (Wood) to perform an LSA at the Site to evaluate potential impacts to groundwater and/or sensitive receptors in the vicinity of the suspected source area. This evaluation included installation of a monitoring well (MW-1) within the former heating oil UST excavation area for the purpose of collecting a groundwater sample for analysis. The analysis of the groundwater sample from well MW-1 identified a concentration of Extractable Petroleum Hydrocarbons/Volatile Petroleum Hydrocarbons (EPH/VPH) (C9-C22 Aromatics) that exceeded the NC 2L Standard . Also, the concentration of EPH/VPH (C9-C18 Aliphatics) did not exceed its NC 2L standard. In addition, VPH C5-C8 Aliphatics and EPH C19-C36 Aliphatics were not detected at concentrations above the NC 2L Standards. No detectable concentrations of SVOCs (excluding TICS) or VOCS were identified in the groundwater sample collected from well MW-1. SITE HISTORY AND SOURCE CHARACTERISTICS The Site is comprised of a small portion of Mecklenburg County Tax Parcel 115-211-03 which encompasses approximately 249 acres. The CLT Airport GADO Building and an adjacent auxiliary building formerly located at 5318 Morris Field Drive in Charlotte, North Carolina were recently demolished. The GADO Building encompassed approximately 6,600 square feet with two stories and a basement. The auxiliary building encompassed approximately 225 square feet. The buildings were reportedly built in the 1950's. During demolition activities, Jones Grading and Fencing, Inc. (Jones) encountered a buried Underground Storage Tank (UST). CLT retained Jones to remove and dispose of the UST. A Topographic Map is included as Figure 1. A site aerial photograph showing the former location of the tank at the property is included as Figure 2. The tank was reportedly installed in 1973 and was used to store heating oil for the on -site boiler until about 1990 when the boiler was converted to natural gas. On October 19, 2018, Wood personnel observed as Jones removed the UST from the excavation. As the tank was lifted from the excavation, pooled heating oil was noted on the soil beneath the tank. In addition, corrosion holes were noted in the UST upon removal. CLT personnel requested that Wood personnel return to the site on October 22, 2018 to oversee removal of petroleum -affected soil from the excavation. Wood personnel collected confirmation soil samples from the sidewalls and base of the excavation for analysis. Based on the analytical results, CLT personnel requested that Wood personnel return to the site on October 31 and November 1, 2018 to oversee additional removal of visibly -stained petroleum -affected soil from the excavation. On November 1, 2018, Wood personnel collected one additional confirmation soil sample from the base (depth of 18 feet bgs) of the excavation for analysis. Groundwater was noted seeping into the base of the excavation at the depth of sample. The excavated and stockpiled soil was placed into trucks and transported to Republic Services landfill at 5105 Morehead Road in Concord, North Carolina for disposal as non -hazardous waste. A total of 668.19 tons of soil was transported to the landfill for disposal. The analysis of soil samples SW-1, SW-4 (depth of 10 feet bgs) and TB-4-18 (depth of 18 feet below ground surface (bgs)) identified concentrations of petroleum constituents that exceeded the Soil -to -Water Maximum Soil Contaminant Concentrations (MSCCs). Part III — Land Use Property Surrounding Source Area of Release The questions below pertain to the area within 1500 feet of the source area of the release. May 30, 2019 What is the distance from the source area of the release to the nearest primary or secondary residence? The nearest primary residence is located at a distance of approximately 1,400 feet from the source area. 2. What is the distance from the source area of the release to the nearest school, day care center, hospital, playground, park, recreation area, church, nursing home, or other place of public assembly? The nearest place of public assembly (The Harvest Center of Charlotte) is located at a distance of approximately 1,600 feet from the source area. 3. What is the zoning status of the properties in the surrounding area? The land immediately adjacent to the north, west and south are zoned heavy industrial. The land immediately adjacent to the east is zoned heavy industrial and residential beyond Airport Drive. See Figure 4 for a map of zoning in the area. 4. Briefly characterize the use and activities of the land in the surrounding area. Properties to the north, west, east and south are occupied by offices, fire station and facilities associated with the Charlotte Douglas International Airport. RECEPTOR INFORMATION Potential receptors considered as part of the LSA included identification of water -supply wells, public water supplies, surface waters, wellhead protection areas, subsurface structures, land use, and property owners and occupants. The following sections provide our results of the receptor investigation. 1. Water -Supply Wells Wood personnel conducted a potable well search by walking through the surrounding neighborhood public right-of-way within 500 feet of the source area, and performed a driving reconnaissance of streets and properties within 1,500 feet. No potable wells were identified by Wood during the well search. Several monitoring wells, inactive/active injection wells and active recovery wells were identified via the Mecklenburg County Well Information System 4.0 on-line system at the Air National Guard and Air Medical Center. 2. Public Water Supplies Wood observed water -meter vaults along the roads while walking within 500 feet of the Site. Wood mailed water -supply well information surveys to the owners of 19 properties surrounding the Site. While there is no restriction on use of water wells in the county, public water is available to the residences and businesses within 1,500 feet of the contaminant source areas. Figure 3 is a well survey map showing the area included in the survey. No drinking water -supply wells were identified within a 1,500 foot radius of the Site. We received four responses to the well information surveys and the responses indicated the properties were connected to the public water supply or were vacant land. The responses to the well information surveys and the nine registered mail green cards received to date are included in Appendix A. 3. Surface Water A tributary of Taggart Creek is located approximately 1,400 feet to the northwest of the source area of the release. 4. Deep Aquifers in the Coastal Plain Region The Site is not located in the Atlantic Coastal Plain Physiographic Province of North Carolina. 6. Subsurface Structures Basements were not observed at the Site, and were not confirmed at adjacent buildings. LAND USE 1. Area Land Use The area within a 1,500-foot radius of the site consists of mostly commercial and industrial properties associated with the CLT and residential properties. The zoning for the site and surrounding properties is shown on Figure 4. 2. Property Owners and Occupants Owners of properties contiguous to the Site are summarized in the table below. These properties are shown on Figure 2. GEOLOGY AND HYDROGEOLOGY The following sections describe the regional geologic conditions and the methods employed to obtain physical data that support our discussion of the local geologic and environmental conditions. 1. Topographic Conditions Based on the United States Geologic Survey (USGS) topographic map, the elevation at the Site ranges from about 722 feet above mean sea level. Surface drainage patterns within the Piedmont typically indicate the direction contaminants would be transported by surface or groundwater. Based on our interpretation of the topographic map and on -site observations, surface water on the Site would be expected to flow to the east. 2. Site Geology The Web Soil Survey of Mecklenburg County indicates that soils at the Site are classified as Urban land (Ur). Urban land are areas where the soils are covered with asphalt, concrete, buildings or other impervious cover and most of the soil material has been cut, filled, and graded, and the natural characteristics altered or destroyed. 3. Regional Geology The site is located within the Charlotte Belt of the Piedmont Physiographic Province consisting of low rounded hills and long rolling northeast to the southwest trending ridges with incised creek channels. Based on a review of the North Carolina Geologic Map, the site is underlain by metamorphosed quartz diorite. Surface and subsurface drainage patterns within the Piedmont typically indicate the direction contaminants would be transported by surface water or groundwater. The direction and movement of groundwater through soil is dependent on soil type and the presence of relict structures and textures of the underlying rock. Fractures, faults, folds and foliation planes affect the migration of groundwater in rock. Groundwater recharge within the Piedmont region generally occurs on upland areas. The residual soils and saprolite act as an infiltration medium and reservoir for water to seep into the fractures and joints of the underlying rock. Discharge from the system occurs at surface water features such as streams and lakes or at the base of slopes. 15 Report of Phase 1 Limited Site Assessment — GADO Building 5318 Morris Field Drive, Charlotte, North Carolina Wood Project: 6228-18-0503 May 30, 2019 Since no geologic features were identified on or near the Site, it is reasonable to assume that the direction of on -surface groundwater flow under static conditions (no pumping interference) approximates the surface topography of the Site. Groundwater at the site would be expected to flow to the northeast toward an unnamed tributary of Taggart Creek. SAMPLING RESULTS Prior to commencing sampling activities, Wood contacted the North Carolina underground utility location service (One -Call) and a private underground utility locator to mark buried objects such as pipes, tanks or underground utility lines. The purpose of this effort was to minimize the potential for probing into underground utilities, tanks or lines buried at the subject property. Prior to initiating the boring advancement, Wood obtained a Subsurface Investigation Permit (SIP) form Mecklenburg County Health Department, Groundwater and Wastewater Services. The SIP is included in Appendix B. On April 15, 2019, Wood's drilling subcontractor, Geologic Exploration, Inc. (Geologic), mobilized to the subject property to install one groundwater monitoring well within the former heating oil tank excavation (Figure 2). Hollow -stem augers were advanced to a depth beyond the groundwater table. Based on observations of soil cuttings, groundwater monitoring well MW-1 was installed to an approximate depth of 20 feet bgs. Soil samples were not collected for laboratory analysis due to well MW-1 being situated within backfill material placed following soil excavation. The monitoring well consisted of a two-inch inside diameter (ID), Schedule 40 polyvinyl chloride (PVC) well casing with the bottom 10-foot section of the well consisting a manufactured well screen with 0.010-inch machined slots. A bottom plug was placed on the well screen. A lockable well cap was placed on the top of the riser pipe. The annular space around the well was filled with filter sand to approximately 2 feet above the top of the screen. An approximately three -feet -thick seal consisting of bentonite pellets was placed above the sand pack. The bentonite pellets were hydrated prior to placement of the grout and cement seal. A cement-bentonite grout seal was placed in the annular space above the bentonite layer. The cement-bentonite grout seal extended from the top of the bentonite seal to the ground surface. The monitoring well was completed with a 2 by 2 foot concrete pad and steel manhole cover. A well construction record is included in Appendix B. The monitoring well was developed on April 15, 2019 by Wood personnel using a submersible pump until the groundwater was visibly clear. The development water was discharged on to the ground surface near the well head. On April 16, 2019, Wood personnel collected a groundwater sample from monitoring well MW-1. Prior to sample collection, the water level was measured at 7.93 feet below the top of the casing in the well using an electronic water level probe. The stabilized groundwater level was measured at about two feet above the top of the screened interval of the well. The purpose of this measurement was to determine the depth to the water surface from the top of the PVC riser pipe. The measured water depth was used in 17 Report of Phase 1 Limited Site Assessment — GADO Building 5318 Morris Field Drive, Charlotte, North Carolina Wood Project: 6228-18-0503 May 30, 2019 conjunction with the total casing depth to determine the height of the water column and the volume of water in the monitoring well. Following measurement of the groundwater level, the groundwater sample was collected by low -flow purging techniques, to the extent possible, in general accordance with the United States Environmental Protection Agency (USEPA) guidance document "Low Stress (low -flow) Purging and Sampling Procedure for the Collection of Ground Water Samples from Monitoring Wells", dated September 19, 2017. During purging, measurements of groundwater field parameters (pH, specific conductivity, turbidity, temperature, dissolved oxygen and ORP) were collected. Purging of the monitoring well was considered complete following three consecutive readings of field measurements within 10% of the previous reading in each well. Following completion of purging, the groundwater sample was collected from the monitoring well, placed in laboratory -provided containers, placed in a cooler on ice and delivered under chain -of -custody protocol to Pace Analytical Services, LLC (Pace). The groundwater sample was analyzed for VOCs by EPA Method 6200B, SVOCs (Base/Neutrals and Acid Extractables plus the 10 largest no -target peaks) by EPA Method 625.1, VPH and EPH by the MADEP Method. The monitoring well sampling record is included in Appendix C. The results of the groundwater laboratory analysis are presented in Table 1 and are summarized as follows: A concentration of C9-C22 Aromatics of 538 micrograms per liter (pg/L) was identified in the groundwater sample collected from well MW-1. This concentration exceeded the North Carolina Administrative Code, Title 15A, Subchapter 2L, Section .0202, Groundwater Quality Standard (NC 2L Standard) for C9-22 Aromatics of 200 pg/L. A concentration of C9-C18 Aliphatics was identified in the groundwater that did not exceed the NC 2L Standard for C9-C18 Aliphatics of 700 pg/L. No detectable concentrations of SVOCs (excluding TICS) or VOCS were identified in the groundwater sample collected from well MW-1. The groundwater analytical report and chain -of -custody forms are included in Appendix D. H. CONCLUSIONS Based on the results of the LSA activities, we offer the following conclusions: No free product was identified in well MW-1. 18 Report of Phase 1 Limited Site Assessment — GADO Building 5318 Morris Field Drive, Charlotte, North Carolina Wood Project: 6228-18-0503 May 30, 2019 Properties to the north, west, east and south are occupied by offices, fire station and facilities associated with the Charlotte Douglas International Airport. This area is zoned heavy industrial. Properties to the east beyond Airport drive are residential buildings. See Figure 4 for a map of zoning in the area. Given the current use of properties in this area, the site should be assigned an industrial/commercial land use classification. Wood personnel conducted a potable well search by walking through the surrounding neighborhood public accessible right-of-way within 500 feet of the source area (Figure 3) and performed a driving reconnaissance of streets and properties within 1,500 feet. No potable wells were identified by Wood during the well search. Several monitoring wells, inactive/active injection wells and active recovery wells were identified via the Mecklenburg County Well Information System 4.0 on-line system at the Air National Guard and Air Medical Center. Wood mailed water -supply well information surveys to the owners of 19 properties surrounding to the Site. We received four responses to the well information surveys and the responses indicated the properties were connected to the public water supply or the land was vacant. A tributary of Taggart Creek is located approximately 1,400 feet to the northeast of the source area of the release. C9-C22 Aromatics was identified in the groundwater sample collected from MW-1 at a concentration of 538 micrograms per liter (pg/L) that exceeded the NC 2L Standard for C9-22 Aromatics of 200 pg/L. C9-C18 Aliphatics was identified in the groundwater sample at a concentration of that did not exceed the NC 2L Standard for C9-C18 Aliphatics of 700 pg/L. Detectable concentrations of SVOCs (excluding TICS) or VOCS were not identified in the groundwater sample collected from well MW-1.
