Site History and Characterization The subject property consists of one parcel totaling approximately 1.41 acres located at 830 Dolly Street NW, Concord, Cabarrus County, North Carolina (Parcel ID No. 101-112-0046.00). The subject property is developed with two structures: a single -story commercial building and a warehouse building. The subject property is currently owned and operated by Charlotte Nail Supply but was previously occupied by Graham Construction Co, a general contractor. The property location is illustrated on Figure 1. The subject property layout and adjoining properties are illustrated on Figure 2. The tank basin and dispenser were located at the southwest corner of the warehouse building. The dispenser was located directly above the tank and was housed in a shed enclosure attached to the warehouse. Based on registration records, it appears that the UST was a replacement for a previous UST installed at the same location. No additional information is available. The location of the tank is illustrated on Figure 2. C. Closure Procedures At the time of closure, the UST had not been used in several years and contained no measurable amount of gasoline and/or water. Prior to the commencement of closure activities, North Carolina One -Call Center, a utility locating service, was contacted to locate utilities on or adjacent to the site and the utilities were marked by the respective utility companies where they entered or were located adjacent to the site. Additionally, a permit was obtained from the Concord Department of Fire and Life Safety. A copy is of the permit is attached in Appendix A. On February 8, 2019, Elite Environmental Services, Inc. (Elite) conducted the permanent closure activities of gasoline UST system at the subject property. PM completed the oversight and sampling activities during the closure activities. The closure activities consisted of removing the shed housing the dispenser, removing the overburden soil to uncover the tank, excavating and examining the tank, obtaining confirmation soil samples, and backfilling the basin with excavated overburden soil and stone. The top of the tank was encountered approximately one foot below the ground surface. The UST had the following dimensions: PM Environmental, Inc. Page 3 UST Closure Report for Graham Construction Co. Located at located at 830 Dolly Street NW, Concord, North Carolina PM Environmental, Inc., Project No. 15-4389-0-0001; March 29, 2019 • Diameter: 5 feet • Length: 12 feet • Capacity: 2,000 gallons • Construction: Steel The steel tank was removed from the basin, inspected, and no holes or breaches were visibly identified. The tank was loaded on a flatbed trailer and transported to Foss Recycling located at 4604 York Highway, Gastonia, North Carolina for recycling. A copy of the tank certificate of disposal is included in Appendix B. During the sampling activities, soil screening was conducted using a photo ionization detector (PID). Overburden soil which did not exhibit hydrocarbon odors or photoionization detector (PID) readings were stockpiled onsite and returned to the excavation following the sampling activities. Five soil samples (TP-1 through TP-5) were collected from the sidewalls and base of the UST basin. The soil sample locations are illustrated on Figure 3. Groundwater was not encountered in the tank pit during the excavation activities. Soil samples were obtained from the excavated basin sidewalls and basin floor, examined, and scanned with a PID. The sample identifications, locations, and PID results were as follows: • TP-1, south sidewall, 4 ft bgs, 0.0 ppm (PID). • TP-2, west sidewall, 4 ft. bgs, 0.0 ppm (PID). • TP-3, north sidewall, 4 ft. bgs, 0.0 ppm (PID). • TP-4, east sidewall, 4 ft. bgs, 0.0 ppm (PID). • TP-5, basin bottom, 7 ft. bgs, 0.0 ppm (PID). Reference: ppm refers to parts -per -million; bgs refers to below ground surface The confirmation soil samples were placed into laboratory -supplied containers, labeled, and transported to Waypoint Analytical located in Memphis, Tennessee for analysis under chain of custody procedures. Each of the sidewall confirmation soil samples (TP-1 through TP-4) were submitted for laboratory analysis of volatile organic compounds (VOCs), semi -volatile organic compounds (SVOCs), and Massachusetts Department of Environmental Protection Volatile Petroleum Hydrocarbons and Extractable Petroleum Hydrocarbons (MADEP VPH/EPH). Additionally, the bottom confirmation sample (TP-5) was analyzed for Total Petroleum Hydrocarbon (TPH) — Gasoline Range Organics (GRO) and Diesel Range Organics (DRO). Analytical Results: The soil analytical results were compared with the North Carolina Department of Environment and Natural Resources (NCDENR) — Division of Waste Management (DWM), UST Section Guidelines for Site Checks, Tank Closure, and Initial Response and Abatement for UST Releases. Review of the soil analytical results indicated no target analytes detected above the laboratory Method Reporting Limit (MRL) and/or applicable criteria. The analytical results are summarized in Table 1 along with the criteria used by the NCDEQ, Division of Waste Management, UST Section, and illustrated on Figure 3.
