STATUS OF PERMIT:
The Solid Waste Compost Demonstration (SWCD) approval period for SWCD-12-02 is from July 10, 2018 to July 9,
2019.
PURPOSE OF SITE VISIT:
Partial Site Inspection.
STATUS OF PAST NOTED VIOLATIONS:
None.
OBSERVED VIOLATIONS:
None.
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS
1. Partial site inspection conducted to observe SWCD facility operations.
2. During this inspection, SWCD operations were discussed with Mr. Barry Burchette, Facility Operator - Curbside
Composting Morganton.
3. SWCD-12-02 is approved to produce compost from food scraps, yard waste, newsprint, and wood chips/small
branches. The listed feedstocks and volume designate the facility as a Small Type 3 solid waste compost facility.
4. Currently, the facility utilizes a 3-bin system (2 active, 1 curing) for aerated static pile composting of material(s).
During this inspection all three bins were in use.
5. It appeared that food scraps and other approved wastes were placed in the compost bins on a base layer of carbon
material - leaves and woodchips. The carbon layer also lined the sides and tops of the bins to help absorb excess moisture
from the waste(s), as well as assist with odor and vector management at the site.
6. No unpermitted waste was observed during this inspection.
7. No leachate was observed around the compost bins/operational area.
8. Very minimal odor was detected near the active compost bins and curing pile.
9. As discussed during this inspection, please ensure the facility conducts composite sampling of the compost for foreign
matter, metals, and pathogens as stated in the SWCD-12-02 approval letter, and as listed in 15A NCAC 13B .1408
Methods for Testing and Reporting Requirements.
10. Compost temperature and moisture level records were observed and discussed with the Facility Operator during this
inspection. 15A NCAC 13B .1406 Operational Requirements for Solid Waste Compost Facilities #11 partially states,
"Types 2, 3 and 4 facilities shall maintain the compost process at a temperature above 40 degrees Celsius (104 degrees F)
for 14 days or longer and the average temperature for that time shall be higher than 45 degrees Celsius (113 degrees F)".
As discussed during this inspection, maintain all compost process temperature records per 15A NCAC 13B .1406(11).
11. The SWCD-12-02 project is approved through July 9, 2019. Per the Compost Pilots and Demos Guidelines for the
Application Process (October 2017), at the end of the demonstration submit an End of Project Report to the Section which
details site operations since the compost demonstration approval was issued. For reference, the Compost Pilots and
