Page 1 of 3 �aA1��AAo��ND_EQ�� oepamnem of enmranmemai a�ai FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. ADDITIONAL COMMENTS: 1. The purpose of this inspection was to view the new 1.12-acre fill area, located to the north of the active landfill area, that is ready to accept waste. 2. The entire facility was found to be clean and well maintained. No windblown litter was observed. 3. The treatment and processing portion of the site contained small stockpiles of brush, mulch, used asphalt, crushed concrete, and unprocessed inert debris. Stockpiles were neat and of a manageable size with sufficient access for emergency equipment if needed. 4. The area of the working face was inspected. No unacceptable material was observed. The working face had not been fully compacted or covered. Mr. Lawson explained that wet weather had hampered his plans, and that he intended to finish shaping and covering the slope so that he could easily tie into the new fill areas. 5. Excavation and grading of the new 1.12-acre cell had been completed. The area was clean and dry and ready to receive waste. 6. A small corner of the excavated slope immediately adjacent to the working face had been left vertical so that it served as a barrier between the active landfill and the new cell. Mr. Lawson stated that he would pull that area down as he finished shaping the working face and prepared to tie into the newly constructed slope. 7. Mr. Lawson pointed out that he had applied final cover to the eastern portion of the active slope of the landfill and was expecting the seeding contractor within the next week or so. 8. Grass had been sown on the remainder of the fill area as well, with the exception of the area immediately surrounding the current working face. 9. Erosion control devices, including a sediment trap, a pond, berms and ditch lines, were observed to be in good condition and functional.
