STATUS OF PERMIT:
Active; Permit to Construct and Operate Phases I, II, and III issued 7 July 2015, expires 7 July 2020. *A complete
permit review request for the next 5-year phase of operations including updated Facility, operations, and waste
screening plans is due on or before 9 January 2020. This application must comply with the rules and regulations in
effect at the time of the application.
PURPOSE OF SITE VISIT:
Comprehensive Facility Compliance Inspection
STATUS OF PAST NOTED VIOLATIONS:
None applicable
OBSERVED VIOLATIONS:
No violations were observed during this Facility Compliance Inspection; please see the ADDITIONAL COMMENTS
section below.
ADDITIONAL COMMENTS:
1) This Facility is a Land Clearing and Inert Debris (LCID) Landfill.
2) This Facility is recorded with the Onslow County Register of Deeds at: Book #1836; Page #722.
3) This Facility is permitted to receive land clearing waste, yard trash, untreated and unpainted wood,
uncontaminated soil, and inert debris such as unpainted rock, brick, concrete, and concrete block.

4) *Please ensure that proper signage is posted at the entrance to the Facility stating the Facility name, permit
number, and Facility emergency contact number.
5) The Facility is secured with a locked gate at the entrance and has controlled access for safety. The gate was
unlocked and open upon my arrival and an attendant was onsite during this Facility Compliance Inspection.
*Please ensure that an attendant is on-site at all times the gate is open and the facility is open for use.
6) The Facility access road is of all-weather construction and is being maintained in overall good condition.
7) Soil has been stockpiled on-site for use in cover and grading operations.
8) Overall, the waste type being disposed at the working face is landclearing debris and yard waste. However,
some of the yard waste placed onsite has been bagged in brown paper lawn disposal bags. *Please note that
these bags are not allowed to be disposed in LCID landfills. All yard waste should be removed from the bags
upon receipt and the bags removed from the facility for proper disposal.
9) The landfill is currently operating with more than one working face. *Within thirty days of receipt of this
Facility Compliance Inspection Report, please compact and cover all exposed waste. Moving forward, please
ensure that the landfill is operated with only one active working area.
10) *The landfill should be constructed in a lift-type progression with all outside slopes covered and maintained
at a slope not greater than 3:1.
11) The landfill does not appear to have been covered in the last thirty days. *Within thirty days of receipt of this
Facility Compliance Inspection Report, please compact and cover all exposed waste. Moving forward, all
waste should be covered with six inches of compacted soil monthly or when the active working area reaches
one acre in size, whichever occurs first.
12) Some brush and other woody vegetation was observed growing in several areas of the landfill. To prevent the
growth of trees and other woody vegetation, a regular mowing schedule should be initiated. *Plans need to be
underway for the mowing of all landfill sideslopes and all other inactive areas of the landfill.
13) Areas of sparse cover were observed throughout the landfill. *All inactive areas of the landfill should be
seeded and mulched to establish a groundcover suitable to prevent erosion of your landfill cap system.
14) *All outside slopes of the landfill should be maintained at a slope not greater than 3:1 with a cover crop of
native warm season grasses suitable to prevent erosion of your landfill cap system and to promote positive
drainage of surface waters away from the landfill.
15) The area around the toe of the landfill has been allowed to grow up with brush and woody vegetation. This
area needs to be cleared to allow for unimpeded passage around the landfill for maintenance and inspection.
*Within thirty days of receipt of this Facility Compliance Inspection Report, please mow the area around the
toe of the landfill and maintain it clear of brush through regular periodic mowing.
16) The landfill perimeter needs to be staked to identify the permitted landfill footprint. *Within thirty days of
receipt of this Facility Compliance Inspection Report, please install permanent markers delineating the waste
disposal boundary and all required buffers.
17) No off-site erosion was observed during this Facility Compliance Inspection.
18) *Corrective actions are required as a result of this Facility Compliance Inspection.
