Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. ADDITIONAL COMMENTS 1. All photos were taken by Lee Hill on June 19, 2019. 2. The facility is permitted to receive solid waste generated by Blue Ridge Paper Products, Inc. 3. The facility accepts fly ash from multi -boilers, lime waste, wastewater treatment plant sludge, wood waste debris, cinders, biosolids and asbestos containing material (ACM). Asbestos containing material is landfilled in a separate area from all other materials. 4. The facility is approved for an average annual disposal rate of approximately 450,000 yds3. Record Review 5. Facility records are kept at the Canton Mill Office and were brought to the landfill for review. 6. The permit and operations plan were available for review upon request. 7. The landfill received 425,362 yds3 of material from January 2018 to December 2018 and received 188,914 yds3 from January 2019 to May 2019. 8. Leachate pumping records were available for review. The facility pumped 41,084,525 gallons of leachate during the 2018 calendar year and pumped 25,023,750 gallons from January 2019 to May 2019. The facility received 54.49 inches of rain during calendar year 2018 and has received 25.01 inches of rain from January 1 through May 31, 2019. 9. Quarterly landfill gas monitoring was conducted on August 31, 2018, November 29, 2019, March 19, 2019 and May 31, 2019. No exceedances were noted during the monitoring events. 10. Annual landfill training was conducted on March 20 and 21, 2018 by Sevee & Maher Engineers. Asbestos cell inspections and disposal records were available for review. The facility received 41,440 pounds of asbestos containing material (ACM) during calendar year 2018 and has received 1,380 pounds of material thus far during 2019. Page 2 of 5 FACILITY COMPLIANCE INSPECTION REPORT D_E Q�� Division of Waste Management NORTH CAROLINA o"' t0E­!�'m"""°"""' Solid Waste Section Operations Inspection of the Landfill Unit (4406-INDUS-1984) 12. The landfill access roads are constructed of concrete, asphalt and gravel and were in good condition at the time of inspection. 13. The Asbestos Containing Material (ACM) Disposal Area is located on the east side of the facility. The facility received asbestos in January and April 2019. The ACM area was observed to have good soil and groundcover and was well managed at the time of inspection. 14. Edge of Waste Markers (EOW) were installed on all fill areas of the landfill. 15. Closed areas F, G, & H were observed to have good vegetative cover and are cut for hay by local farmers. The areas had not been cut at the time of inspection due to wet weather. 16. The facility has three interconnected leachate ponds located to the south of Area B — Lower and no visual deficiencies were observed. The facility was pumping leachate and there was approximately six feet of freeboard at the time of inspection. Roughly one third of the leachate in the pond closest to the pump house had a pink tint. Facility staff stated that the color was due to iron content. 17. The facility is currently filling fly ash from multi -boilers, lime waste, wastewater treatment plant sludge, wood waste debris and cinders in Area D. Multiple working faces were being utilized at the time of inspection depending on the consistency of material. 18. The facility has installed an emergency pump which is connected directly to the pump station at the southern end of Area D — South. The pump is used to move surface water from the cell to the leachate ponds during rainfall events. 19. Some woody vegetation was growing on the slopes of Area C — Lower. Facility staff stated that the landscape contractor was in the process of removing the material. Please continue to remove woody vegetation from all closed landfill caps and slopes. 20. A slope failure on closed Area C — Lower that occurred earlier in the year has been repaired, seeded and good vegetative cover was noted. 21. No issues were observed in Area B — Lower where the Solar array is located. Please contact me if you have any questions or concerns regarding this inspection report.
