Permit expires January 26, 2023. PURPOSE OF SITE VISIT: Comprehensive Inspection STATUS OF PAST NOTED VIOLATIONS: None OBSERVED VIOLATIONS: None The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. The facility is permitted as a large Type 1 compost facility and may accept only land clearing debris (vegetative material such as stumps, tree trunks and branches and wood chips), yard trash (including grass clippings and leaves) and clean, untreated, unpainted wood waste (such as crates and pallets). No composting is currently taking place at the facility because modifications to an existing storm water permit precluded the acceptance of waste during the fall leaf season. Ms. Knowles stated that composting would begin this fall, since all of the permitting work related to expanding the facility had been completed. 2. The facility also serves as an approved temporary disaster debris storage site (DS79-002. Please notify the Solid Waste Section before opening the disaster debris storage site for use. 3. The permit to operate, current approved operations plan, and approved storm water permit were available at the office and reviewed. 4. The city collects brush and yard waste curbside. Vegetative waste is brought to the facility only by city trucks. No residents or outside contractors are permitted to drop off material at the site. 5. Incoming waste is tracked by volume based on the size of the trucks being used. Volume is then converted to tonnage, as required for the annual facility report. 6. 15A NCAC 13B .1406(10) states, "Compost process at Type 1 facilities shall be maintained at or above 55 degrees Celsius (131 degrees Fahrenheit) for 3 days and aerated to maintain elevated temperatures." Ensure that temperature readings are recorded and that temperature logs are available for review upon request to demonstrate compliance with this rule. 7. The site is secured by means of a perimeter fence and a gate which is kept locked when city staff are not present. 8. Proper signage was observed at the entry gate. 9. Grinding operations were taking place at the facility during the inspection. The city's contractor had ground a large volume of the wood waste and was in the process of loading it for transport. In addition to the processed wood waste, a large pile of unprocessed material was also staged on the site. Mr. French stated that much more wood waste had come in during this season so far than had been anticipated. 10. The remaining unprocessed wood waste occupied much of the northwest corner of the site. No fire lanes were evident, and a portion of the stockpile had fallen into the tree line. Please ensure that wood waste is stored in piles that are manageable and include fire breaks that allow access to all areas. 11. The site was observed to be very clean and well -maintained. No windblown litter was evident. 12. Two new storm water monitoring points had been developed in accordance with the sampling requirements in the approved NPDES permit. 13. The access roadway is of all-weather construction and was found to be in good condition. 14. In the operational area near the gate, heavy equipment operating at the site had created ruts. Mr. French stated that the contractor works to keep the site in good condition while grinding operations are taking place. He added that city staff come to the site several times every year to eliminate ruts and low spots where water could pond. 15. No ponding water was observed in the wood waste stockpiles. 16.
