Currently, the permitted Septage Land Application Site (SLAS) consists of Field 1 (22.99 acres), Field 2 (17.32 acres) and Field 3 (6.31 acres). Fields 1 and 2 have been decreased in size due to the expansion of the Earth Farms Compost facility and other office/business space. A modification is currently under review to reflect a name change and a decrease in acreage available for land application. 2. The site had accessible all-weather roads to the septage land application field covered under the permit. 3. Appropriate signage was displayed at entrance to the site. 4. The nutrient management plan (NMP) stipulates that the fescue be cut as hay and bailed whenever it reaches approximately 12 inches in height. In addition, the NMP stipulates that waste application must cease for 30 days prior to harvest of hay. The NMP must be followed in regard to crop rotation, land application and harvest. A modification to the NMP has been submitted to reflect future adjustments in the harvest schedule. 5. Field 3 had disposal area boundaries that were well delineated with permanent markers which corresponded to the site map. The field had been recently cut but the hay was still on the field. Field 3 6. Field 1 is no longer being used as a land application field. A large portion has been graded and is now part of a composting operation (SWC-36-13) on site. The portion of Field 1 that is still permitted for land application is designated for use to receive “storm water” runoff from Pad 9 of the composting operation. This activity has not been evaluated in regard to the land application permit. Based on the existing permit, regulations and conditions, Field 1 cannot be used to accept runoff from a compost facility and septage land application. 7. In Field 2 there were a few missing boundary markers that need to be replaced. 8. Boundary markers that are missing or obscured by vegetation must be either replaced or the vegetation cut. 9. All septage discharges appear to have been made within the disposal area boundary. The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. No objectionable odors were observed. 12. Site logs were reviewed and appeared to be current. As a reminder, the time of the land application is also required to be recorded. 13. Land application logs were reviewed. The crop rotation will be further evaluated after issuance of the next permit and NMP.
