FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 3 On May 7, 2019, WRE Earth Farms LLC DBA Stanley Environmental Solutions was in violation of 15A NCAC 13B .0838 because a 30-yard grit box which receives septage from trucks was observed with a leak at the input. On May 24, 2019, a photo showing the corrected input to the grit box was sent to the Solid Waste Section. The observed violation is resolved and no further action is necessary. ADDITIONAL COMMENTS 1. This septage treatment facility consists of two 28,000-gallon, six 20,000-gallon, two 1,500-gallon and one 2,000-gallon tanks for a total capacity of 181,000 gallons for the storage of untreated and treated septage. Storage or treatment of any liquid or solid wastes other than domestic septage and grease septage as specified in the approved application for this permit is prohibited. A 50,000-gallon tank is also located on site but contains water only according to staff. Two 20,000 gallon tanks are included in the current permit application but have not been delivered yet. A pre-operational inspection will be required before use. 2. A 30-yard grit box which receives septage from trucks was observed with a leak at the input (see photo A). As a reminder, North Carolina regulations require each detention and treatment facility to be designed, constructed, and maintained in such a manner as to prevent leaks or the flow of septage out of the facility into the seasonally high-water table, onto the ground surface, or into any surface waters. This was also observed during the previous inspection. On May 24, 2019, a photo showing the corrected input to the grit box was sent to the Solid Waste Section (see photo B). A shallow concrete lined trough was observed in front of the 30-yard grit box. A 10-yard grit tank was also observed. Photo A The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. To avoid future violations, steps must be taken to prevent overflows from the septage tanks. 4. “No Trespassing” signs were posted at the entrance to the facility. 5. No objectionable odors were observed outside of the facility. 6. Setback requirements were being maintained. 7. The permitted tanks appeared to be structurally sound.
