STATUS OF PAST NOTED VIOLATIONS:

OBSERVED VIOLATIONS:
1. 15A North Carolina Administrative Code 13B .1626(2)(a) states: "Except as provided in Sub -Item (b) of this Item,
the owners or operators of all MSWLF units must cover disposed solid waste with six inches of earthen material at the
end of each operating day, or at more frequent intervals if necessary, to control disease vectors, fires, odors, blowing
litter, and scavenging. "
During the inspection, exposed waste was observed on the north side of the landfill just adjacent to the active working
face and on the side slope north of the working face. The previous day's working face had been covered with Enviro
Cover. Seams were not adequately overlapped leaving waste exposed. Solid waste was observed through the mulch that

had been applied on the side slope north of the working face. These areas had not been covered adequately at the end of
the working day. As a result, Iredell County is in violation of 15A NCAC 13B .1626(2)(a).

To achieve compliance, within 10-days of issuance of this inspection report, Iredell County must cover all waste with
6-inches of earthen material, or approved alternative daily cover.
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
ADDITIONAL COMMENTS
1. Proper signage was observed at the entrance of the facility.
2. The facility is permitted to receive solid waste generated within Iredell County.
3. The facility accepts an average 816 tons per day.
Operations Inspection of the MSW Landfill Unit:
4. The facility was currently working in Phase 5.
5. The landfill was actively receiving waste during the inspection. A load of pallets had been delivered along with
solid waste in a load. The pallets were being separated out for proper disposal. Two tires had been separated out of
the working face and set aside to be properly disposed of.

7. Edge of liner markers were observed.
8. All access roads were in good condition.
9. Windblown waste was being collected during the inspection.

Operations inspection of the Bailer Facility
10. The Iredell County Baler Facility (Permit #49-03-TP) has been incorporated into the Iredell County MSWLF Permit
#49-03.
11. The baler facility is used by the general public and small generators as a drop off area. Waste is dumped onto the
tipping floor and loaded into roll -off boxes to be hauled to the MSWLF.
12. Only recyclable material is bailed at the facility.
13. Periodic random inspections are conducted inside the baler facility.
Operations inspection of the White Goods Collection Area:
14. This area was well managed at the time of inspection.
15. White goods containing Freon are separated from other metals and stored in an upright manner.
16. Freon is extracted by landfill staff.
Operations inspection of the Electronic and Paint Collection Area:
17. This area was well managed at the time of the inspection.
18. Latex paint collected in five (5) gallon containers is mixed with the Posi-Shell.
Operations inspection of the Tire Collection Area:
19. Tires are stored on the ground. When enough tires have accumulated for a load landfill staff contact New River to
deliver a trailer.

20. Landfill staff load the open top trailer.
Operations inspection of Mulching and Grinding,/Yard Waste/Type 1 Small Composting Area:
21. This area was well managed at the time of the inspection.
22. Land clearing waste and pallets are kept separated from yard waste that is required to be composted.
23. Painted pallets are removed to be used in the electronic collection area.
Operations inspection of the Asphalt ShingleRecycling Area:
24. The asphalt shingle recycling area was well managed at the time of the inspection.
25. At the time of the inspection there were 138.26 tons in Bunker A (left side) to be hauled. 372.88 total tons before
hauling began. Bunker B (right side) had 306.58 tons.
26. Asphalt shingles are collected by Maymead Asphalt for recycling.
Disaster Debris Site
27. Temporary disaster debris site (DS49-002) was activated 10/12/19 to receive storm debris from Michael. The site
operated till 11/9/19 and all debris has been removed and the site has been seeded and sowed. 692.95 tons were
brought to the site, 103.95 tons of unground material was sold and 589 tons were ground.
28. Reviewed permit, operations plan, training records, semi-annual groundwater, surface water and leachate
monitoring reports (August 2018), random inspection reports (2-3 per week), waste determination records, leachate
lagoon inspections, leachate discharge records (45,852.5 pumped week of 5/14/19), scrap tire certification records
(2,721.72 tons of tires disposed from 7/1/18 to 6/17/19) and shingle recycling records (tonnage and asbestos
sampling).
29. Yard waste compost temperature records were reviewed and are being maintained in accordance with the rules.
30. The leachate lines are flushed once per year. The leachate lines are videoed every five (5) years.
31. Certified Operators areas followed:

Certified Technical Associate of Landfill Operations expires June 15, 2020.
David Lambert — Certified Manager of Landfill Operations expires May 7, 2022.
