The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS On June 12, 2019, Chuck Kirchner met with Randy Southern to conduct a comprehensive inspection of the Doggett Construction Company LCID Landfill on Bishop Road in Greensboro, Guilford County.
1. The facility is a land clearing and inert debris (LCID) landfill. 2. The facility is not open to the public. The landfill is infrequently used by the Doggett Construction Company, Inc. when working in the area. 3. The facility permit, site plan, and operations plan were discussed. 4. The facility is permitted to receive waste generated within Guilford and Randolph Counties. Mr. Southern confirmed on site that most of the waste on site is from Guilford County and stated that very little waste had come from Randolph County. 5. The facility is permitted to receive land clearing waste, yard trash, untreated and unpainted wood, uncontaminated soil, inert debris, and (used) asphalt. Only land clearing waste and some clean concrete waste was noted on site during this inspection.
6. Continue to ensure solid waste is restricted to the smallest area feasible and compacted as densely as practical into cells per 15A NCAC 13B .0566(3) and as discussed in the field. 7. Per 15A NCAC 13B .0566(4), “Adequate soil cover shall be applied monthly, or when the active area reaches one acre in size, whichever occurs first.” 8. Excavation, grading, and fill material side slopes shall not exceed three to one (3:1). Ensure working face is compacted, brought out to 3:1 and tracked in when covered as discussed in the field.
9. A ready supply of soil shall be available for cover material. 10. No open burning is permitted on site. 11. Landfill is currently graded so that water drains properly off the site. Continue to ensure no water ponds on top of the landfill. 12. Permanent edge of waste markers were observed on site during this inspection. 13. The facility stockpiles concrete to be crushed. Crushed concrete is primary used by the Doggett Construction Company. 14. The facility annual report (FAR) was received by the SWS, dated July 12, 2018. Estimated facility throughput for July 2017 through June 2018 is 12,480 yd3 or 2,496 tons considering 1 ton per 5 yd³. 15. There was no indication of erosion or runoff. Good vegetative cover was noted in many areas. 16. Access roads are of all-weather construction. 17. The facility is secured by a locked gate. 18. The facility has a proper sign. Cut vegetation back from sign so proper visibility of the sign is maintained. 19. The PTO expiration date is October 8, 2020.
