A. 15A NCAC 13B .0203(d): Resolved. No waste was observed outside the loading bay entrance and exit.
B. 15A NCAC 13B .0203(d): Resolved. The trailer loading area is being cleaned daily as specified in the Transfer
Station Operations Plan, 3.2 Housekeeping and Litter Control.
C. 15A NCAC 13B .0203(d): Resolved. The transfer trailer area is being cleaned at the end of each working day in
accordance with Transfer Station Operations Plan, 3.2 Housekeeping and Litter Control.

The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
ADDITIONAL COMMENTS
1. All photos were taken by Lee Hill on June 11, 2019.
2. The inspection commenced at approximately 7:30 am, before the facility was open to the public. Facility staff
were loading mixed plastics into an open top trailer for transport to Curbside Management in Asheville for
processing.
3. Two trailers were tarped and parked in the gravel loaded trailer parking area. The trailers appeared to be in
good condition and leak resistant.
4. Windblown litter was minimal and well managed. Facility staff stated that litter is being picked up on a daily
basis.
5. The loading bay was observed to be clean, apart from some plastic bottles that were being loaded into the
recycling transfer trailer that was parked in the bay.
6. The concrete ledge and beams inside of the loading bay were clear and facility staff stated the area is being
cleaned daily.
7. New grates had been installed on portions of the trench drain and the leachate collection system appeared to be
functioning as designed at the time of inspection.
8. The center of the tipping floor has eroded exposing rebar in some areas. The facility is currently working with
Anchor QEA on an engineering plan to repair the damaged portion of the tipping floor. Facility staff stated that
money has been requested in the upcoming fiscal year budget to repair the floor.
9. Substantial improvement in the housekeeping procedures have been made since the February 28, 2019 inspection.
