STATUS OF PAST NOTED VIOLATIONS:
A. Corrective measures in progress: 15A NCAC 13B .1626(2)(a) states in part: “the owners or operators of all MSWLF units must cover disposed solid waste with six inches of earthen material at the end of each operating day.” The County of Randolph, N.C. and Waste Management of Carolinas, Inc. has adequately covered disposed solid waste with six inches of earthen material and/or an approved alternative daily cover material and at the end of the previous operating day. The waste exposed in the cut slope at the juncture of
Cell 2 and Cell 3 currently under construction needs to be covered as discussed in the field.
Waste around tipping area prior to landfill opening.
Uncovered waste observed between cell 2 and cell 3 where waste was pulled back to manage leachate outbreak.

windblown material resulting from the operation shall be collected and returned to the area by the owner or operator." The County of Randolph, N.C. and Waste Management of Carolinas, Inc. has properly disposed of all windblown litter at the facility and by the conclusion of the previous day of operations.

C. Resolved: 15A North Carolina Administrative Code 13B .1626(8)(d) states in part: “Leachate shall be
contained within a lined disposal cell or leachate collection and storage system. All leachate shall be treated, as required by the receiving facility, prior to discharge.” Leachate outbreaks noted on April 18, 2019 and May 16, 2019 have been contained and no further outbreaks have been reported. The Solid Waste Section requested additional sampling on May 31, 2019. The Solid Waste Section Hydrogeologist has reviewed the results
submitted for the chrome speciation analysis of soil samples collected in the area of the two leachate releases at
the landfill and have determined that the residual concentrations of hexavalent chromium in soils meet the PSRGs for the protection of groundwater. As a result, no further action is required of soils remaining in the vicinity of these two leachate releases.
OBSERVED VIOLATIONS: None
ADDITIONAL COMMENTS
On June 6, 2019, Chuck Kirchner met with Mike McFeeley and Don Misenheimer from Waste Management and Eric Martin from Randolph County to conduct a partial inspection of the Great Oak Landfill on Old Cedar Falls Road in Randleman, Randolph County. This inspection was a compliance inspection for the April 10, 2019 Notice of Violation. 1. The Great Oak Landfill is a municipal solid waste (MSW) landfill owned by Randolph County and operated by Waste Management of Carolinas, Inc.
2. Follow-up inspections have been performed on April 23, 2019, May 16, 2019 and June 6, 2019 to follow up on the April 10, 2019 Notice of Violation and the Waste Management response letter dated April 19, 2019. 3. Tarps were observed being removed from the working face prior to operations during this inspection. 4. Accumulated sediment was being removed from the main sediment basin below Cell 2 & Cell 3.

6. During the inspection, working face operations were starting for the day in Cell 2. 7. The facility does not accept scrap tires or white goods. These were not observed on site during the inspection.
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

8. The operations plan states that the facility may use reusable tarps, auto-shredder fluff, and petroleum contaminated soil as ADC. 9. It was previously noted that the facility uses tarps Monday through Friday and covers with soil on Saturday. Continue to ensure that all windblown waste is to be returned to the working face or adequately covered at the conclusion of operations each day.
10. Accumulated sediment in front of the check dam by the creek crossing needs to be removed and the ditch line stabilized as discussed in the field. Please contact me if you have any questions or concerns regarding this inspection report.
