Site History and Characterization The current owner of the property Iocated at 3901 Shiloh Church Road, Davidson, North Carolina (Figure 1) is the Shiloh Church Development Group, LLC. Prior to their recent acquisition, this property was owned by C. B. Gardner, who is now deceased. This information is summarized on Table B-2. Two heating oil ASTs were historically operated on this residential property, as indicated on Figure 2. AST 41 was utilized to heat a large shed, while AST #2 was used as a heat source for the residence. Both tanks have a 275-gallon capacity, as indicated in Table B-1. The ASTs were identified during a Phase I Environmental Site Assessment of the properly conducted by Enviro- Pro, P.C. (EP) dated January 4, 2019 and a recommendation was made to sample around both. tanks. Preliminary soil sampling in the immediate vicinity of both ASTs by Enviro-Pro, PC (EP) personnel on February 26, 2019 indicated a petroleum release associated with AST #1, but no significant contamination around AST 42. Table B-3(1) summarizes the initial soil sampling laboratory results and the laboratory reports are included in Appendix D. C. Free Product Investigation and Recovery Report During this initial site assessment no groundwater was encountered. It appears that petroleum contamination is limited to the soil and has not impacted groundwater, which is estimated to be between 25 and 35 feet below ground surface (bgs) at this site. D. Groundwater and Surface Water Investigation The deepest soil boring advanced in the vicinity of heating oil AST #1 was 15 feet bgs. No groundwater or bedrock was encountered in this boring and it does not appear that soil contamination extends beyond a depth of around 10 feet bgs. E. Initial Response and Abatement Actions In order to confirm the preliminary shallow soil sampling results in the vicinity of AST #1, a Geoprobe was utilized to collect soil samples from depths of 8 to 10 feet bgs at four locations around the tank on March 11,2019. The laboratory results of this sampling are summarized on Table B-3(2) and are included in Appendix D. Upon receipt of these laboratory results, EP submitted a Notification of Discharge Report (Appendix A) to Ms. Trudy Beverly with the North Carolina DEQ on March 27, 2019_ Both AST 41 and AST #2 appeared to be in good condition and no visual signs of leaking heating oil were observed. Both tanks also appear to be empty of product. F. Excavation of Contaminated Soil Utilizing the results of the Geoprobe soil sampling conducted on March 11, EP personnel used a Mini Excavator to remove soils directly beneath AST #1 on March 29, 2019. Photographs of the soil excavation before, during, and after are included in Appendix B. A total of 4.52 tons of petroleum contaminated soil was loaded onto a dump trailer and transported to Environmental Soils, .Inc. in Lattimore, North Carolina for disposal. A Non -Hazardous Waste Manifest for the soil disposal is included in Appendix C. The final dimensions of the excavation were approximately four feet wide by six feet long by 10 feet deep. EP personnel collected soil samples from each sidewall and the base of the excavation at a depth of approximately 10 feet bgs. No groundwater or bedrock were encountered in the excavation. Clean disposable gloves were utilized to collect each sample and only laboratory - supplied sample containers were used. Soil samples were packed on ice in a cooler and transported to the Shealy Environmental Services laboratory facility in West Columbia, South Carolina. All five soil samples were analyzed for volatiles (EPA 8260D), semi-volatiles (EPA 8270E), VPH (MADEP), and EPH (MADEP). The laboratory results are summarized in Table B-3(3) and are included in Appendix D. The excavation was backfilled with clean soil from another area on site. -4- G. Conclusions Confirmatory soil sampling within the soil excavation indicate that all petroleum contamination associated with the historical operation of the heating oil tank AST #1 has been successfully removed. Since no groundwater or bedrock was encountered during the soil excavation, no further action. should be required at this site. H.
