As the removal of the 550 gallon heating oil UST proceeded, a release of the contents of the tank was evident. A soil sample was taken and delivered to the laboratory showed 8530 ppm for diesel range hydrocarbons. A report of the release was made to the NC DEQ via a UST Form 61 "24 hour" report emailed to NC DEQ on 2/28/19. The cause of the release is suspected to be the deterioration of the UST. The amount of the release is unknown. IAA Report 3416 Little Hope Road Page 1 B. Site History and Characterization UST Owner/Operator Information The property is owned by Mathew and Rachel Kushner. Shortly after purchasing the property, the existing structure was demolished. Apparently at some point in the former home's past it was heated via a fuel oil fired furnace. At the time of this report, it is unknown as to when the UST was last used. There are no known releases from any non -UST sources. Release Information During the removal of the tanks, a confirmation sample was collected and also field screened via a PID. These activities showed that a release had occurred. Site Characterization Information The property is a single family residence in a solely residential area. The predominant soil type at the site was red to orange silty. The surface topography at the UST location sloped slightly toward the west. The local area and topography are illustrated in Figure 1, Aerial Photograph and Figure 2, the USGS map. The site is located in Charlotte city limits and along with the surrounding properties appears to utilize municipally supplied water and sewer and/or have access to municipal water and sewer. Summary of Initial Abatement The UST was discovered during the excavations for the footings of a new structure. Work was delayed was removed, and contamination was discovered. A 24-Hour Release and UST Leak Reporting Form was sent to the NC DEQ. The contaminated soil was excavated. The excavation continued until field checks indicated that the impacted soil had been fully removed. After this removal, soil samples were collected. IAA Report 3416 Little Hope Road Page 2 C. Site Check Report This section is not applicable. D. UST Closure (Non -Regulated) Removal of UST Residuals Prior to any removal activities, the contents of the UST were assessed. According to the contractor digging the footings, the tank was found to contain liquid (suspected to be water) that immediately leaked back into pit through holes in the tank as the tank was removed. The soil contacted by the contents of the tank was part of the over -excavation of contaminated soil. UST Removal and Assessment Procedures A trackhoe was used for the excavation of the UST. The equipment excavated the soil from above the tank prior to the tank being removed from the excavation. When INENCO arrived, the excavated soil was assessed via olfactory means and a PID for indications of a release as it was being stockpiled for later use. A small amount of soil was removed from the excavation and a sample was collected. It was apparent during the removal and sampling of the UST that a release of the contents had occurred. UST Disposal The UST was disposed of soon after the time that the tank was removed. The tank was disposed of by CERT through Auto Parts U Pull and Scrap Metal of Charlotte. A copy of the Certificate of Disposal is included in Appendix E. UST Closure Site Investigation UST Closure Field Screening Soil samples were collected in plastic bags for field checks via the PID. A Mini Rae 2000 photo -ionization detector was used to field screen the soil. The PID was calibrated to display concentration in units equal to parts per million. First, a supply of zero air, containing no ionizable gases or vapor, is used to set the zero point. Then, span gas, containing a known concentration of a photo -ionizable gas or vapor, is used to set the sensitivity. Isobutylene at 100 ppm was used as the span gas. The field screening was done by placing the PID next to the soil that had been removed and observing the meter to determine if contaminated soil was present. In addition, soil samples were placed in plastic bags and allowed to warm and then were field analyzed. UST Release Confirmation Samples The release confirmation sample was collected from the open excavation utilizing the bucket of the trackhoe. The grab sample was collected from soil not in contact with the trackhoe bucket. The sample collected from undisturbed soils was immediately placed into laboratory provided containers/preparations. Quality control measures are documented by the laboratory in their analytical report in Appendix B. IAA Report 3416 Little Hope Road Page 3 UST Release Confirmation Sample Results The results of the soil sampling confirmed that contamination was present and that a release had occurred. Laboratory results of the sample indicated 88.6 mg/kg Gasoline Range Organic (GRO) compounds and 8530 mg/kg Diesel Range Organic (DRO). The laboratory reports for these results are located in Appendix B. UST Closure Conclusions The operation of the USTs caused a release of its contents as documented in these assessment activities. Initial abatement actions were initiated as documented in this report. E. Free Product Investigation and Recovery Report No free product was discovered; therefore, this section is not applicable. F. Groundwater and Surface Water Investigation Groundwater was not discovered during the excavation; therefore, this section is not applicable. G. Initial Response and Abatement Action Abatement activities took place after the discovery of the release. This is documented in following sections. H. Excavation of Contaminated Soil Over -Excavation Activities After removal of the UST, on 2/27/2019 soil excavation commenced in an effort to remove soil to the extent of contamination. Soil checks using the PID and olfactory clues were used to guide the excavation. The overall final dimensions of the excavation were 20 feet by 21 feet by 11 feet deep. The removed soil was placed directly into trucks for disposal. The excavation was sampled via the trackhoe with a sample labeled Bottom Sample taken from the center floor of each tank pit area beneath the former location of each UST at a depth of 11 feet. Soil samples were labeled South Wall Sample, West Wall Sample, North Wall Sample, and East Wall Sample and taken from the area of the wall where it seemed during the closure activities that contamination would be most likely to be present. Each of these samples was collected from a depth of approximately 9' feet below land surface. The soil samples were checked for the presence of constituents found by EPA Methods 8260, 8270 and MADEP EPH & VPH. The location of each sample along with the overall excavation is illustrated in Figure 3. All samples were collected as previously described. Neither groundwater nor bedrock was encountered during the over -excavation activities. IAA Report 3416 Little Hope Road Page 4 Over -Excavation Soil Removal /Disposal Disposal of the contaminated soil took place on 2/27&28/2019. Three covered dump truck loads were transported to Environmental Soils, Inc. in Lattimore, NC. A summary of these activities is shown in the following table. The tank sample was also used as a stockpile sample forth purposes of disposal. Laboratory results of this sample indicated 88.6 mg/kg for GRO and 8530 mg/kg DRO. The laboratory report for these results is located in Appendix B. Over -Excavation Sample Results Bottom After the removal of the affected soil (a total of about 40 tons), a sample was collected along the floor of the excavation directly beneath each former UST location at a depth of 11 feet. This sample was denoted Bottom Sample. The laboratory results indicated no results above Soil -to -Groundwater Maximum Soil Contaminant Concentrations (MSCCs). All results are quantified in Table 1, Soil Sample Results. South Wall Additionally, a sample was collected from along each of the excavation walls at the wall's approximate lateral center at a depth of 9' feet. The sample collected along the south side of the excavation was denoted South Wall sample. The laboratory results indicated no results above Soil -to -Groundwater Maximum Soil Contaminant Concentrations (MSCCs). West Wall The sample collected along the west wall of the excavation was denoted West Wall sample. The laboratory results indicated no results above Soil -to -Groundwater Maximum Soil Contaminant Concentrations (MSCCs). North Wall The sample collected along the north side of the excavation was denoted North Wall Sample. This sample also indicated no results above Soil -to -Groundwater Maximum Soil Contaminant Concentrations (MSCCs). IAA Report 3416 Little Hope Road Page 5 East Wall The sample collected along the east wall of the excavation was denoted East Wall sample. This sample also indicated no results above Soil -to -Groundwater Maximum Soil Contaminant Concentrations (MSCCs). I. Conclusions and Recommendations The primary source (UST system) of the contamination and the secondary source (affected soil) of contamination have been removed from the site. Based on this the property should be subject to "no further action". IAA Report 3416 Little Hope Road Page 6 Limitations These environmental services have been performed for the exclusive use of the client for the specific application to this project. The specifications and operating procedures utilized in the performance of these services are in accordance with generally accepted engineering principles. No other warranty, expressed or implied, is made. Although we cannot be responsible for the accuracy of the data supplied by others, we have no reason to suspect that any of the information provided is inaccurate unless it has been otherwise noted. Our observations are based upon conditions readily visible at the site at the time of our site visit(s). Chemical analyses were performed on selected soil samples to determine the presence and/or concentrations of potential contaminants. Selection of specific EPA test methods for chemical analyses was based upon (1) information supplied by the client (owner) concerning the raw materials, products, and/or wastes which may have been handled or generated within the scope of this project, and (2) the guidelines provided by the NC DENR. Conclusions presented in this report are based upon the services described, not on scientific research, tasks or procedures beyond the scope of described services; nor, beyond the time and/or budgetary constraints imposed by the client. INENCO, Inc., by virtue of providing the services described in this report, does not assume the responsibility of the person(s) in charge of the site.
