PURPOSE OF SITE VISIT: Partial Facility Compliance Inspection. STATUS OF PAST NOTED VIOLATIONS: None OBSERVED VIOLATIONS:
None
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS: 01 – Facility has new Life of Site Permit. Expires 12/15/2055. Permitted to receive MSW within Hertford County. 02 – Permitted to receive MSW within Hertford County. 03 – MSW is transported to East Carolina Regional Landfill in Bertie County permit number 0803-MSWLF-1993.
04 - Facility has adequate signage. 05 – Facility has fencing with locking gates for security. 06 – Interior roadways are constructed of all-weather material and maintained. 07 – Permit and Operations plan onsite and reviewed. 08 – Screening records onsite and reviewed. These records need to be updated. 09 – Overall tipping floor was good. Underneath the compactor needs to be cleaned better daily. 10 – White goods and scrap metal area managed well. 11 – Scrap tires are laced in closed top trailer. Scrap tire certification was reviewed. 12 – Electronics managed onsite and managed well. 13 – There is a Public Collection Center onsite and managed well. Very Clean. 14 – Yard Waste area looks better. Windrows and fire lanes. Grinding company has been contacted. 15 – Only 2 Certified Transfer Station Operations Specialist currently available. Judy M. Baker, expired on 5/10/2019, but has taken CEC class on 5/29/2019 and waiting on certificate. Donnell Cooper, expires 11/16/2019. 16 – Overall management is good. Some items need to be addressed.
