15A North Carolina Administrative Code (NCAC) 13B .0841(g) states: Each detention and treatment facility shall be
designed, constructed, and maintained in such a manner as to:
(1) Prevent leaks or the flow of septage out of the facility into the seasonally high water table, onto the ground
surface, or into any surface waters;
On August 29, 2018, Triple T Pumping was in violation of 15A NCAC 13B .0841(g) because a 1,000 gallon concrete
Septage Detention Tank was observed leaking contents onto the ground.

ADDITIONAL COMMENTS
1. The Septage Detention and Treatment facility (SDTF) consisted of one 100-gallon, two-4,000 gallon, three 1,000-
gallon, one 6,000-gallon, one 10,000-gallon and one 12,000-gallon tanks. The nine tanks have a total capacity of
39,100 gallons for the storage of untreated and treated waste. In addition, one 6,000 dewatering drum and one 30-yard dewatering box was also observed.

2. A 1,000-gallon concrete tank was observed leaking onto the ground.

3. A spill was observed under a pump used to transport septage.

4. The inspection was conducted at this time due to a complaint received concerning odors. No odors were detected at the property lines or on property off site during the inspection.
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

5. No flies or other vectors were observed.
6. Appropriate signage was in place at the entrance to the facility. There is also a gate to prevent un-authorized access.
7. All weather roads are maintained for access to the site.
8. The grounds around the tanks were well maintained.
9. Solids from the dewatering system are still currently being mixed with wood chips and taken to the Foothills
Regional MSW Landfill instead of composting. Leachate from the pile is collected in a tank.
