The Solid Waste Section has prepared Draft Solid Waste Permit Number 7607-MSWLF-2015,
allowing the Great Oak Municipal Solid Waste Landfill (MSWLF) to increase the disposal rate.
The MSWLF is owned by Randolph County and is operated under contract and franchise by
Waste Management of Carolinas, Inc., a wholly owned subsidiary of Waste Management, Inc.
The MSWLF that is located at 3597 Old Cedar Falls Road, in Randleman, North Carolina
encompasses approximately 190-acre waste footprint of the 667-acre landfill property and has an
approved gross capacity for waste disposal of 41,739,400 cubic yards.
Per North Carolina General Statue 130A-294(a3)(1)b(ii), a proposed increase in the tonnage rate
of ten percent or more in the quantity of solid waste to be disposed of in an existing MSWLF
requires a new permit. This draft permit reflects the request made by Waste Management of
Carolinas, Inc. and Randolph County that the current approved disposal rate of 2,000 tons per
day be increased to 4,000 tons per day. This draft permit doesn’t change the waste footprint, the
gross capacity, the service area, and the characteristics of acceptable waste stream of the landfill
that have been approved in the previous permit.
Rules require that the general public be given a 45-day period to comment on this draft permit.
The comment period will begin on ##, 2019, and end at 5:00 p.m. on ##, 2019. Comments should
be submitted in writing to Ming-Tai Chao, division contact, at the address listed above or via the
email address ming.chao@ncdenr.gov. All data submitted by the applicant is available as part of
the administrative record and may be reviewed during business hours (9 a.m. - 4 p.m., Monday-
Friday, by appointment) at the Division of Waste Management, 217 West Jones Street, Raleigh,
North Carolina. The administrative record, including the permit application, fact sheet, and draft
permit may also be viewed online at http://portal.ncdenr.org/web/wm/sw. A public hearing has not
been scheduled for this draft permit. Any person interested in a public hearing on this draft permit
should notify the division contact. If sufficient interest exists, then a public hearing will be
scheduled.
