Surry County was requested to regrade the diversion ditches and install measures to prevent further erosion within the channels. Inspection of the facility on May 30, 2019 found continued erosion of diversion ditches on the western portion of the landfill. Of most concern was an area of severe erosion at the outlet of the diversion ditch near the crest of the western slope at the southwest corner of the landfill. This area of erosion was approximately 4-feet wide X 4-feet deep X 25-feet long. No exposed waste was observed. Surry County is in violation of 15A NCAC 13B .0505(4)(b) in that adequate erosion control measures were not provided to prevent excessive on-site erosion. Gerstell) In order to achieve compliance, within 30-days of issuance of this inspection report, all eroded ditches must be regraded, and adequate erosion control measures provided to prevent future erosion. ADDITIONAL COMMENTS 1. Prior to operating as a construction and demolition landfill (CDLF), the facility operated as an unlined municipal solid waste landfill (MSWLF) which consisted of two units. The first unit was closed prior to October 1991 and the second unit closed prior to December 31, 1998. The MSWLF’s designated permit number is 8603-MSWLF- 1981. 2. The CDLF (8603-CDLF-2000), located on top of the closed MSWLF, ceased operation on June 30, 2008. 3. A gate was provided at the entrance to the facility to prevent unauthorized access. x Due to recent vandalism at the facility which included breaking through the facility gate with a motor vehicle, the County placed chains at two locations on the access road leading into the landfill. 4. Majority of the landfill cap was stabilized with native vegetation. However, multiple large bare areas were observed on the west facing slopes of the landfill. It appeared that past attempts to stabilize these areas related to regrading of the slopes in 2015 failed. All bare areas must be stabilized with a groundcover sufficient to restrain erosion. 5. Vegetation had not yet been mowed at the time of the inspection making it difficult to observed for settling and leachate concerns. A follow-up inspection will be performed in the wither after mowing has been completed. Please notify the Solid Waste Section when mowing of the landfill has been completed. 6. Edge of waste markers consisting of white PVC posts were in place at the time of inspection. The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. Please ensure that trees are managed such that the integrity of the landfill cap is not compromised. 8. Semiannual groundwater monitoring was being performed. Monitoring records for 1st and 2nd semiannual sampling events for 2016, 2017, and 2018 were verified on the Division of Waste Management Document System. 9. Methane Monitoring was being performed quarterly as required. Records for monitoring events performed on 3/10/16, 5/16/16, 9/21/16, 11/29/16, 3/6/17, 6/27/17, 10/26/17, 12/13/17, 3/21/18, 6/29/18, 9/21/18, 12/13/18, and 3/18/19 were verified. x Methane was recorded at 5.0% by volume at MGP-2 during the March 18, 2019 monitoring event. However, MGP-2 is located directly adjacent to the river which acts as a natural hydraulic buffer. No other exceedances above applicable standards were found. x A revised Landfill Gas Monitoring Plan was approved by the Solid Waste Section on February 19, 2019. MGP-2, MGP-3, MGP-4, MGP-5, and MGP-6 will be removed from the landfill gas monitoring network. The monitoring network will now consist of MGP-1, MGP-1A, and MP-7 (proposed to be installed near the eastern property boundary). x MP-7 has not yet been installed. Please provide a well installation record once the new landfill gas monitoring probe has been installed. This information must be submitted to Jaclynne Drummond, Hydrogeologist.
