1.0 INTRODUCTION
1.1. PURPOSE
The purpose of this report is to present documentation closure actions taken during development of
the site, relevant to removal and disposal of encountered wastes at the former Thomas Road
Demolition Landfill (aka S. S. Giles Landfill &Blythe Industries Landfill), in Charlotte,
Mecklenburg County, North Carolina.
1.2. PROJECT OVERVIEW
The subject site is approximately 38.3 acers in area and is consists of Mecklenburg County Tax
Parcels 21703155 and 21703102. According to records, the property contained an inactive former
demolition landfill. File review information obtained from the Mecklenburg County Environmental
Health Department Groundwater and Wastewater Services revealed that the S.S. Giles Landfill is
located at 14816 Thomas Road, the address of the former on-site residence. This landfill was
operated as a demolition landfill by Blythe Industries from January 8, 1985 to December 23, 1987.
According to additional documentation from the file review, the property is on the Mecklenburg
County Priority List (MPL), and as a requirement at MPL sites, the County sampled four (4) water
supply wells in the vicinity of the landfill in February 2003. No contaminants were detected in the
nearby water supply wells. Subsequent Environmental and Geotechnical Assessments of the sites
potential dump areas only encountered surface debris consisting of inert material (concrete, brick,
metal).
Century Communities retained SUMMIT to monitor the development of the property and
provide guidance on disposal options for potential wastes if encountered.

1.3. DEVELOPMENT
The subject site is being developed as a residential neighborhood with up to 70 single-family
home lots. Development included the clearing and stripping of vegetation, mass grading of the
entire property.
1.4. PREVIOUS REPORTS
The following reports have been completed for the subject site:
Report: Completed By: Date:
Phase I ESA ATC December 2016
Geotechnical Engineering Evaluation ATC December 2016
Limited Phase II ESA SUMMIT July 2018
Subsurface Geotechnical Investigation SUMMIT July 2018

Phase I ESA SUMMIT July 2018
Hand Auger Borings SUMMIT August 2018
The subject site has been investigated by completion of test pits, mechanical soil borings, hand
auger soil borings, remote sensing technology (ReMi) and temporary monitoring wells. The
December 2016 geotechnical report completed by ATC documented the presence of fill materials
consisting of landscaping debris and organic laden fill soils. This material was encountered in
the western portion of the property within a natural topographic draw. The removal and
confirmation testing is detailed Section 2.2 of this report.
No other buried debris or buried waste materials were encountered in the multiple geotechnical
investigations. Groundwater sampling conducted in July 2018 did not document groundwater
impacts at the site. Water supply well sampling conducted by Mecklenburg County of
surrounding water wells did not identify groundwater impacts.

2.0 FIELD MONITORING
2.1. SURFACE DEBRIS
During the land clearing and grading activities, surface debris in the form of bricks, concrete,
boulders and landscape debris (stumps, limbs etc) was encountered. The landscape debris was
segregated out and treated in the same manner as land clearing materials. The inert surface debris
was stockpiled in the eastern portion of the property and disposed of as construction debris with the
materials generated from the demolition of the on-site residential home. In general, the amount of
surface debris was considered minimal.
2.2. BURIED DEBRIS
On January 15, 2019 SUMMIT construction staff was informed that potential buried materials
were encountered during grading activities in the western portion of the site. Test Pits were
conducted in Lots 24 and 25 of the development and the buried material was observed to consist of
stumps, limbs and organic fill soils (landscape debris). Test pit excavation indicated that a
topographic draw on the property was filled with the encountered landscape debris and ranged in
depth of 3 feet to 7 feet in depth over residual soils. The fill area measured approximately 120’ x
30’ in area in the field. This area of landfill debris and organic soils was identified and
characterized in the December 2016 Geotechnical report. SUMMIT recommended undercutting of
material as the material was not structurally suitable for the development. The landscape debris
was excavated and placed on-site along the western slope of the BMP Basin R1 between January
15, 2019 and January 22, 2019. The location of the buried landscape debris can be viewed on
Figure 2 in Appendix I of this report. The placement of the buried landscape debris can be viewed
in Figure 3 of Appendix I.

Following the removal of the buried landscape debris, SUMMIT collected one (1) composite soil
sample for analysis of Semi-Volatile Organic Compounds (SVOCs) via EPA Method 8270 and
RCRA 8 Metals. Additionally, one (1) grab sample was collected for Volatile Organic Compounds
(VOCs) via EPA Method 8260. Sample results are included in Section 3.0 of this closure report.

3.0 CONFIRMATION SOIL SAMPLING
3.1. SOIL SAMPLING OVERVIEW
Soil samples were collected utilizing IHSB and US EPA Field Branches Quality System and
Technical Procedures for composite sampling methodology whereby sub-samples are collected
from the composite sampling zones and combined for analysis. At each composite sample zone,
soils were collected utilizing a decontaminated stainless-steel hand auger. Equal amounts of soil
from the surficial soil intervals from each sub-sample location were collected and mixed with the
remaining sub-sample locations prior to collection in the laboratory vials and jars for SVOC and
RCRA Metals. An additional location in the composite sampling zone was collected as a grab
sample and placed in the laboratory vials and jars for VOC analysis.
3.2. SAMPLING EVENTS
One (1) sampling event was conducted on January 22, 2019 in connection to the encountered buried
landscape debris. Sampling was conducted by Patrick Lowery of SUMMIT. A copy of the field
reports can be viewed in Appendix III of this report. No other buried materials were encountered
on the property. Therefore, only one sampling event was conducted.
3.3. SAMPLE RESULTS
One (1) soil sample was collected and submitted to Shealy Environmental Services, Inc for analysis
of VOCs, SVOCs and RCRA Metals on January 22, 2019. A summary of laboratory detections and
comparisons to IHSB PSRGs for Residential Use can be found on Table 1.0 in Appendix II of this
report. The following summarizes the soil sample detections:

D:\Project Forms\Projects\4319.514 Thomas Road Site - Phase I ESA\Landfill\4319.514 Thomas Road Site - Soil Sampling LF Closure Report.doc
• Acetone was the only VOC detected in the analysis. Acetone is believed to be a laboratory
artifact and not a result of on-site VOCs in soils. Additionally, acetone was detected at
concentrations below IHSB PSRGs for residential soils.
• No SVOC compounds were detected in the analysis.
• Arsenic and Chromium (total) were detected above the IHSB PSRGs for residential soils.
Based on a review of these detections, our review of previous assessments and SUMMITs
experience, these concentrations are believed to be consistent with naturally occurring
background concentrations.

4.0 FINDINGS AND CONCLUSIONS
This report details the site work that has been competed for the development and the deposition of
any waste materials encountered.
Surface debris encountered on-site consisted of concrete, brick and other inert demolition debris.
The surface debris appeared to be randomly scattered throughout the site with no significant
dumping areas identified. This surface debris was stockpiled and disposed of with the demolition
materials generated from the demolition of the on-site single-family home.
Buried landscape debris was encountered during grading of the western portions of the site. The
buried landscape debris consisted of stumps, limbs and organic fill soils. This material was
localized to a topographic draw that was filled with the landscape debris ranging from 3 to 7 feet in
placement depths. This material was excavated and spread on the western side slope of the
constructed BMP Basin R1 (see Figure 3). Confirmation soil sampling was conducted following
the removal of the landscape debris. Arsenic and Chromium (total) were reported at concentrations
above the IHSB-PSRGs for residential soils. SUMMIT reviewed the concentrations and
determined that the detections are similar to naturally occurring concentrations identified in
piedmont soils. No other detections were reported above the IHSB-PSRGs.
No other debris or waste materials were encountered in site grading. Furthermore, no other buried
debris or buried waste materials were identified in previous geotechnical and environmental
assessments.
SUMMIT concludes that the property has been thoroughly investigated and that no solid waste
materials were encountered during investigation, land clearing and grading of the property.
Demolition and landscape debris were encountered as documented in this report. The demolition
debris was disposed of offsite. The landscaping debris was spread on-site in connection with the

BMP Basin R1 in the western portion of the site. Confirmation soil sampling from the residual
soils following removal of landscape debris did not identify environmental impacts.
SUMMIT recommends submitting a copy of this report to NCDEQ and Mecklenburg County for
considerations for closure of the landfill status at the property.

Insufficient sample volume was provided to perform matrix spike/matrix spike duplicate (MS/MSD)for
analytical batch 95816.An LCS/LCSD was run in lieu of an MS/MSD.
The laboratory control sample duplicate (LCSD)for analytical batch 95816 exceeded acceptance criteria
for the following analytes:Dichlorodifluoromethane and trichlorofluoromethane. These analytes were
biased high and were not detected in the samples affected:UA23106-002,UA24077-001.
SVOCs by GC/MS
The method blank associated with batch 95901 yielded a "J"value detection for Di-n-butylphthalate.No
corrective action is required as this is an estimated value recovered below the LOQ.
