(SUMMIT) personnel conducted a Limited Phase II ESA of the Thomas Road Site, based on environmental concerns identified during the completion of due diligence activities for the subject site. The reported concerns were in connection with a former Construction and Land Clearing Debris landfill operated on the subject property. Field work was completed by SUMMIT on July 1, 2018 and July 2, 2018. In summary, three (3) groundwater samples were attempted to be collected from the subject site to identify if the observed former construction and land clearing debris landfill on-site impacted the environmental quality of the groundwater at the subject site. TMW-2 did not yield groundwater for sampling at the time of this assessment. All collected groundwater samples were analyzed for the presence of VOCs and Total RCRA Metals (dissolved phase). Acetone was the only detection in the collected groundwater samples. Acetone was detected well below the North Carolina Groundwater standards (NC 2L) and is considered a laboratory artifact. No other detections were reported. Based on the results of this Limited Phase II ESA, SUMMIT concludes that the identified former construction and land clearing debris landfill has not significantly impacted the subject site at the time of this report. Therefore, SUMMIT recommends no further assessment. PURPOSE SUMMIT was retained by Century Communities, to perform a Limited Phase II ESA of the Thomas Road Site, located at 14900 Thomas Road, Charlotte, Mecklenburg County, North Carolina (Mecklenburg Tax IDs: 21703102 & 21703155). The Limited Phase II ESA was requested in order to assess environmental concerns adjacent to a construction and land clearing debris landfill area located on the subject property. The landfill was reportedly operated from 1985 to 1987 by Blythe Industries. This report presents the results of our Limited Phase II ESA of the Thomas Road Site. . 2.2. SITE DESCRIPTION The site is irregular in shape and was noted to be comprised of two (2) parcels (Mecklenburg Tax IDs: 21703102 & 21703155) totaling approximately 38.75 acres in area. The subject site is primarily undeveloped and wooded, with a vacant residential home located near Thomas Road. The landfill area was reported by the client and identified in previous reports to be located along the southern site boundary. The site is accessible from Thomas Road to the east of the site. Refer to the Sampling Location Map shown in Figure 2 of Appendix I for the location of the subject property. 2.3. ASSESSMENT HISTORY SUMMIT was provided a Phase I ESA completed by others for the subject property, dated December 1, 2016. The report did not identify the presence of RECs in connection with the site. The report identifies the former landfill on the site. According to their findings, sampling of four 94) water supply wells near the site by Mecklenburg County did not identify groundwater contamination. Test pits performed as part of a geotechnical investigation identified only landscape debris, trash and other inert materials (brick, concrete, etc.). Since the test pits did not contain hazardous materials and the groundwater samples did not identify contaminants, the former construction landfill was considered a De Minimus condition at the time of the December 1, 2016 report. No other site specific or surrounding area assessment history is known at the time of this report. WORK PLAN OBJECTIVES SUMMIT proposed to perform a Limited Phase II ESA according to our understanding of the most likely potential for impact, in general accordance with ASTM E1903, and in accordance with the USEPA Field Branches Quality System and Technical Procedures Manual. The proposed scope of services included the installation and sampling of three (3) temporary monitoring wells in order to assess the soil and groundwater quality adjacent to the debris area on the site. The proposed sampling locations were placed in locations and in areas that may help identify migrating contaminants from the area of concern. All samples collected were scheduled to be relinquished to a NC certified laboratory for analysis. Collected groundwater samples were submitted for of Volatile Organic Compounds by EPA method 8260 and for dissolved RCRA Metals by EPA method 6010. TOPOGRAPHIC SETTING The United States Geological Survey (USGS) Lake Wylie topographic quadrangle map was reviewed for this report. The elevation of the subject property ranges from approximately 740 feet above Mean Sea Level (MSL) to 640 msl. The contour lines indicate the general direction of downward slope to west towards an unnamed tributary of Torrence Branch. The Torrence Branch flows southwest and enters Lake Wylie. Refer to Figure 1 in Appendix I of this report. 3.2. GEOLOGIC SETTING The property is located in Mecklenburg County, North Carolina, which is located in the south central Piedmont Physiographic Province. The Piedmont Province generally consists of well-rounded hills and ridges which are dissected by a well-developed system of draws and streams. The Piedmont Province is predominantly underlain by metamorphic rock (formed by heat, pressure and/or chemical action) and igneous rock (formed directly from molten material) which were initially formed during the Precambrian and Paleozoic eras. The volcanic and sedimentary rocks deposited in the Piedmont Province during the Precambrian era were the host from the metamorphism and were changed to gneiss and schist. The more recent Paleozoic era had periods of igneous emplacement, with at least episodes of regional metamorphism resulting in the majority of the rock types seen today. The topography and relief of the Piedmont Province has developed from differential weathering of the igneous and metamorphic rock. Ridges and hills have been developed on the more easily weathered and erodible rock. Because of the continued chemical and physical weathering, the rocks in the Piedmont Province are now generally covered with a mantle of soil that has weathered in place from the parent bedrock. These soils vary in thickness and are referred to as residuum or residual soils. The residuum is typically finer grained and has higher clay content near the surface because of the advanced weathering. As the weathering decreases, the residual soils generally retain the overall appearance, texture, gradation and foliations of the parent rock. 3.3. HYDROLOGIC SETTING Based on a review of the United States Geological Survey (USGS) Lake Wylie topographic quadrangle map, the inferred groundwater flow direction based on topography appears to be to the west towards the unnamed tributary of Torrence Branch. Refer to Figure 1 in Appendix I for a topographic map for the subject property. DRILLING ACTIVITES AND METHODS On July 1, 2018, SUMMIT personnel conducted the temporary monitoring well installation scope of the Limited Phase II ESA. The proposed temporary monitoring well (TMW) locations were placed in locations and in areas that may help identify migrating contaminants from the identified dump area on-site. The locations of the TMW locations can be viewed on the attached Sampling Location Map, Figure 2, in appendix I. SUMMIT utilized a CME Hollow Stem Auger drill rig to complete the soil borings and TMW installation. At each location, a boring was advanced to 50 feet below ground surface (bgs) or refusal. At termination depths, the TMWs were constructed within the HSA drill string. The TMWs were constructed with solid riser and 20 feet of 2-inch Schedule 40 PVC 0.01-inch slotted well screen encased in #3 filter sand from the base of the boring to approximately 2 feet above the well screen. A 2 feet hydrated bentonite seal was pace on top of the well filter sand pack. Each boring typically encountered tan/orange fine to medium grained sandy silts. Soil cuttings generated during TMW installation were spread on-site. TMW-1 was completed to at total depth of 48 ft bgs. TMW-2 was completed to a total depth of 40 ft bgs. TMW-3 was completed to a total depth of 42.5 ft bgs. Groundwater was encountered in TMW-1 and TMW-3. Depth to water (DTW) ranged from 47.5 ft bgs to 42 ft bgs in the TMWs 24 hours after installation. Due to low groundwater yields, the TMWs were not developed at the time of installation. Upon completion of the drilling activities, the drilling equipment was decontaminated by the well driller by use of a steam cleaner or Alconox and tap water wash, tap water rinse, isopropanol rinse (sampling equipment), and deionized water rinse. SAMPLING Groundwater was sampled from the installed TMWs on July 2, 2018, following a minimum 24 hour equilibrium period after well installation. Groundwater was not encountered in TMW-2 at the time of sampling. Samples were collected utilizing new disposable bailers. Groundwater samples were containerized in laboratory provided vials and containers, placed on ice and transported to the laboratory for analysis. All groundwater samples were analyzed for Volatile Organic Compounds by EPA method 8260 and for RCRA Metals by EPA method 6010. Based on the turbid status of the groundwater collected from TMW-2 and TMW-3, SUMMIT collected RCRA Metals in lab provided unpreserved vials for the analysis of Dissolved RCRA Metals. Dissolved metal analysis utilizes filtration to removed suspended sediment from a groundwater specimen in order to analyze only the dissolved phase RCRA Metals. The dissolved metal analysis was chosen in order to prevent false positives that may result from analysis of sediment laden samples. 4.3. PACKING AND SHIPMENT Upon securing the samples in laboratory provided containers, the vial and jar lids were tightly fastened, and the jars encapsulated in shock-resistant plastic bags. The samples and ice were double- bagged in large plastic bags, tied off with rubber bands, and packed into a cooler. The samples were delivered to Shealy Environmental Services, Inc, in West Columbia, SC. The vials and jars used for the collection of the samples at this site were prepared by Shealy, and were pre-labeled and contained analyte-appropriate preservatives. A listing of the preservatives in the sample containers utilized for the collection of the samples at this site are cataloged in the Chain-Of-Custody record, attached in Appendix III of this report. The secured samples were relinquished to laboratory on July 3, 2018 for laboratory analysis. SAMPLING POINT ABANDONMENT All boreholes were abandoned following sampling activities. Table 1.0 in Appendix II of this report summarizes all detections. The analytical detections are summarized below: • Acetone was detected in groundwater collected from TMW-1 at a concentration of 24 ug/L, below the North Carolina Groundwater Standard of 6,000 ug/L. No other detections were identified in the laboratory analysis.
