I am assisting Mary Katherine Stukes with the above-referenced project. I am writing to let you
know that we have satisfied the requirements to begin the statutory public comment period for the
above-referenced project as of today, May 24, 2019:
• The SNI was sent to adjacent property owners by certified mail on Thursday, May 23, 2019.
• The SNI was posted at the property today, on Friday, May 24, 2019.
• The NI was sent to the Greensboro Public Library-Central Library located at 219 N. Church,
St., Greensboro, NC by certified mail on Thursday, May 23, 2019.
• The NI was sent to local government officials by certified mail on Thursday, May 23, 2019.
• The SNI was published in the Greensboro News & Record today, on Friday, May 24, 2019.
Accordingly, based on the date set forth in the SNI and NI and the completion of the tasks listed
above, we believe that the public notice period for this project began today, on Friday, May 24, 2019
and will end on Monday, June 24, 2019.
Please let us know if you have any questions about this timing or the information above.
We will follow up at the conclusion of the public notice process with formal documentation of
compliance with these requirements. We appreciate your help in getting this project in its final
stages.

SUMMARY OF NOTICE OF INTENT TO REDEVELOP A BROWNFIELDS PROPERTY
Site Name: Cone Mill - Greensboro Brownfields Project Number: 22019-18-041 Pursuant to
NCGS § 130A-310.34, Mill District Properties, LLC and Printworks Ventures, LLC, as
Prospective Developers, have filed with the North Carolina Department of Environmental
Quality ("DEQ") a Notice of Intent to Redevelop a Brownfields Property ("Property") in
Guilford County, North Carolina. The Brownfields Property, which is the former site of Cone
Mill and Printworks, consists of 21.173 acres and is located at 1700-1702 and 1707 Fairview
Street, Greensboro, North Carolina. Environmental contamination exists on the Brownfields
Property in soil, groundwater, and soil gas. Mill District Properties, LLC and Printworks
Ventures, LLC have committed to retail, office, restaurant, parking, high density residential,
storage unit, brewery or food production facility, institutional, studio, recreation, open space,
greenway and, subject to DEQ's prior written approval, other commercial uses on the
Brownfields Property. The Notice of Intent to Redevelop a Brownfields Property includes:
(1) a proposed Brownfields Agreement between DEQ, Mill District Properties, LLC and
Printworks Ventures, LLC, which in turn includes (a) a map showing the location of the
Property, (b) a description of the contaminants involved and their concentrations in the media
of the Property, (c) the above-stated description of the intended future use of the Brownfields
Property, and (d) proposed investigation and remediation; and (2) a proposed Notice of
Brownfields Property prepared in accordance with NCGS § 130A-310.35. The full Notice of
Intent to Redevelop a Brownfields Property may be reviewed at the Greensboro Public
Library-Central Library at 219 N. Church St., Greensboro, NC 27402-3178 by contacting

at that address, at shirley.liggins@ncdenr.gov, or at (919) 707-8383. The full Notice of Intent
may also be viewed online at the DEQ public record database, Laserfiche, by entering the
project number 22019-18-041 into the search bar at the following web address:
http://edocs.deq.nc.gov/WasteManagement. Written public comments may be submitted to
DEQ within 30 days after the latest of the following dates: the date this Notice is (1)
published in a newspaper of general circulation serving the area in which the Brownfields
Property is located, (2) conspicuously posted at the Brownfields Property, and (3) mailed or
delivered to each owner of property contiguous to the Brownfields Property. Written requests
for a public meeting may be submitted to DEQ within 21 days after the period for written
public comments begins. Those periods will start no sooner than Thursday, May 23, 2019
and will end on the later of: a) 30 and 21 days, respectively, after that; or b) 30 and 21 days,
respectively, after completion of the latest of the three (3) above-referenced dates. All public
