Preslar 901 Highway 24/27 Midland, NC 28107 NCDOT, GeoEnvironmental Attn: Gordon Box 1589 Mail Service Center, Raleigh, NC 27699-1589 (via email) Dear Sirs: NORTH CAROLINA Environmental Quality May 30, 2019 Re: Notice of Regulatory Requirements 15A NCAC 2L .0407(b) Risk -based Assessment and Corrective Action for Petroleum Underground Storage Tanks Preslar Exxon/DOT 901 NC Hwy 24/27, Midland Cabarrus County Incident number: 13543 Risk Classification: High The UST Section, Division of Waste Management (DWM), Mooresville Regional Office (MRO) received the November 9, 2018 Monitoring Report on November 30, 2018. The report recommending continuing annual sampling of monitoring and supply wells (October) and reducing the number of monitoring wells to be sampled was reviewed and approved on May 22, 2019. The paper report copy will be maintained in the MRO. The electronic copy has been loaded to the DWM's electronic document storage system (Laserfiche). The report indicates: • The petroleum source area for the Site is located in the median of NC Highway 24/27. The contaminant plume encompasses the source area as well as a small area along the eastbound right-of-way. North Carolina Department of Environmental Quality I Division of Waste Management Mooresville Regional Office 1 610 East Center Avenue, Suite 301 1 Mooresville, North Carolina 28115 704.663.1699 • Based on the available data, shallow groundwater appears to flow to the southeast. • The primary constituents above the NC 2L Standards are limited to benzene, ethylbenzene, n- propylbenzene, and naphthalene. However, these constituents continue to show a general downward trend in the injection performance monitoring wells. Although other VOCs were detected, their concentrations were below the NC 2L Standards. Per this Notice of Regulatory Requirements: • Continue annual monitoring (October) by conducting a groundwater sampling event of monitoring wells MW-1, MW-3, MW-4, MW-12, and MW-13 and supply wells in October 2019. • The next report should include a map with water supply well locations and a table with related ownership information, well operational status, well usage, and access permission status in accordance with the most recent version of the Guidelines for Assessment and Corrective Action for UST Releases. • The next report should include the locations of permanent injection wells on at least one map. • Add Gross Contaminant Levels for groundwater onto relevant tables in the next report. • The next monitoring report is due by November 30, 2019. Please note that sampling, correction action, and reporting must be conducted in accordance with the Guidelines for Assessment and Corrective Action for UST Releases. Failure to comply in the manner and time specified may result in the assessment of civil penalties and/or the use of the other enforcement mechanisms.
