REQUEST TO REMOVE LANDFILL GAS ASSESSMENT WELLS TR-2 AND TR-3
CLOSED HENDERSON COUNTY LANDFILL, PERMIT NO. 45-01

Dear Jackie,
On behalf of Henderson County, Golder Associates NC, Inc. requests the North Carolina Department of
Environmental Quality (NC DEQ) consider the removal of assessment landfill gas monitoring wells TR-2 and
TR-3 from the methane compliance monitoring network at the closed Henderson County Landfill. Wells TR-2
and TR-3 were formerly compliance monitoring wells until the submittal of the Landfill Gas Remediation Plan —
Phase 2 (Plan) on January 6, 2015, at which time they were replaced with compliance monitoring wells MP-7,
MP-8, and MP-9. In accordance with the Plan, TR-2 and TR-3 were to be continued to be monitored as
assessment wells.
Henderson County plans to remove the barn located north of the closed municipal solid waste (MSW) landfill,
labelled as the Trace Barn on Drawing 1, and excavate soil in the area, which includes where landfill gas wells
TR-2 and TR-3 are located. The soil will be used for cap maintenance of the closed MSW and closed
construction and demolition landfills and supporting infrastructure. Soil excavation in the area of TR-2 would
begin as soon as possible and therefore, TR-2 would be removed from the monitoring network upon approval
from the NC DEQ. Well TR-3 will continue to be monitored on a quarterly basis until such time that excavation
activities expand into the TR-3 area.
As TR-2 and TR-3 are assessment wells and compliance wells MP-7, MP-8, and MP-9 will remain in the
compliance network, the removal of TR-2 and TR-3 will not compromise the effectiveness of the monitoring
network (Drawing 1). Compliance wells MP-7, MP-8, and MP-9 have not had any detections above the
calibration range of the instrument during quarterly events. If you have any questions or concerns, please
