No septage spills observed in that area today. OBSERVED VIOLATIONS: 1) A small septage spill was noticed south-southwest of the detention tanks along the edge of Field 4b. See the pictures within the Comments Section below. Field 4b is covered by Permit SLAS-92-03 which is currently inactive. The spillage of septage on the ground is a violation of Rule .0838(j) that states “Septage shall be transferred to and from a detention system in a manner that prevents leaks or spills of septage onto the ground surface or exterior surface of the detention system, including septage in pipes used for transferring waste to and from vehicles.” Please ensure that this and any other spill of septage is cleaned up. No septage should be on the ground. Also, please take the steps necessary to make sure that this does not occur in the future. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 3 The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. ADDITIONAL COMMENTS 1) The required signage is present along the access road before you get to the detention tanks. 2) Access road in good shape. 3) The four (4) tanks were accessible for inspection. 4) Tanks appear to be ok. No leaks noticed. A small hole was noticed in the last tank from the shed. The second and fourth tank appeared to have been marked with a small white dot. Also, two (2) newer tanks were present at the facility. The two (2) newer tanks had not been used. If you are planning to add the two (2) tanks or replace two (2) of the tanks that are currently in use, please let Connie Wylie, Brett Martin, or myself know. The two (2) tanks will have to be inspected prior to use. Also, this may require a permit modification. 5) Septage spills have been noticed on the ground near the tanks during this and the previous inspection. As noted in “Observed Violations,” this is a violation of Rule .0838(j). No septage should be on the ground. Please ensure that all septage spills are cleaned up and the septage is properly disposed of. Hydrated lime should be spread over the areas where the septage was cleaned up. 6) No odor or vector issues observed. 7) No change noticed that would affect setback distances. 0BApproximate location of the septage spill. 1BSeptage spill observed on the ground along the edge of Field 4b.
