Raynor Address: Same as above Telephone: 919-606-0604 Email address: NA PARTICIPANTS: Chester Cobb (DWM), Brett Martin (WCDES), and Site operator STATUS OF PERMIT: Active EXPIRES: 05/02/2023 PURPOSE OF SITE VISIT: Routine STATUS OF PAST NOTED VIOLATIONS: No violations noted on the previous inspection. OBSERVED VIOLATIONS: NONE The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 3 ADDITIONAL COMMENTS 1) Required signage present before you get to site. 2) Access road in good shape. 3) Markers appeared to be present and were visible. 4) No septage discharges noticed outside of the permitted boundaries of the fields. 5) Met with the site operator at Field 6A. He said that he had to apply from the access road onto Field 6A because of the wet conditions. Only applied around three (3) loads. While you are not supposed to be on the field when the soil is saturated, i.e. untrafficable, you are also required to spread the septage evenly across the permitted field. Please ensure that septage is spread evenly across the field as per Permit Condition 7. If the site is too wet to apply septage to, then you can utilize your detention tanks for temporary storage until the site has dried out enough to land apply. 6) Field 6A was being mowed to control the wild mustard. While mowing is a means to control weeds, your nutrient management plan has that the wheat is to be harvested as hay or seed in May or June. Need to ensure that the wheat will be harvested in May or June. The wheat stand was good on Fields 6A, 6B, and 5B. The fescue coverage needs improvement in Field 5A. 7) No odors noticed at the fields. 8) Setbacks not checked. Field markers seemed to match the permit map. 9) Records not checked. 0BLooking across Field 6A towards Field 6B.
