Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. The facility hours of operation are Monday through Friday 7:30 am to 4:30 pm and Saturday 8:00 am to 2:00 pm. 2. The waste collected at the facility is transported by J&B Disposal, Inc. to the Macon County Landfill (5703- MSWLF-1992) Records Review 3. The current operations plan and permit were available upon request. 4. Tonnage records from January 2019 to March 2019 were reviewed; the facility disposed of 2000.98 tons of MSW and C&D waste during that period. 5. Scrap tire forms from February 16, 2019 to April 23, 2019 were available for review and appeared to be filled out correctly. 6. Waste screening forms from January 3, 2019 to May 7, 2019 were reviewed. The waste screenings forms showed the final disposition of any unacceptable material that was found. 7. Records indicated that leachate was pumped by B&B Concrete on May 22, 2018, June 22, 2018, August 3, 2018, September 4, 2018, January 9, 2019, February 18, 2019, March 14, 2019 and April 23, 2019. Operations Inspection of the Transfer Station (5704T-TRANSFER-2008) 8. Commercial and residential customers dump their waste directly on the tipping floor Monday through Friday. The transfer station tipping floor is not open on Saturday and customers dump their waste in a roll off container located to the north of the scale house. 9. The tipping floor and push walls were observed to be in good condition and the trench drains were clear and appeared to be working properly. 10. Windblown litter was minimal and well managed at the time of inspection. 11. Pallets were observed in a recently dumped load. Facility staff also observed the pallets and removed them from the tipping floor. Whole pallets are placed on a trailer and taken to the Macon County Recovery Center in Franklin. N.C.G.S.130A-309.10(f) states in part: "No person shall knowingly dispose of the following solid wastes in landfills: Wooden pallets, except that wooden pallets may be disposed of in a landfill that is permitted to only accept construction and demolition debris." Broken pallets are not excluded from the disposal ban from MSW landfills and must be removed from the waste stream. 12. Electronics are collected in a roll off container next to the transfer building and are taken to the Macon County Recovery Center in Franklin for packaging. 13. Minimal material was observed on the loading bay floor and staff stated that bay is cleaned at the end of each working day. 14. The facility has two concrete pads with leachate collection where loaded trailers are parked awaiting transfer to the Macon County Landfill. No trailers were parked on the pads at the time of inspection. Operations Inspection of the Yard Waste Treatment and ProcessinE Area 15. The facility collects land clearing debris and yard waste to the southwest of the transfer building. 16. No unapproved material was observed in the stockpiles at the time of inspection. 17. The collected material is ground, taken to the Macon County Landfill and mixed with soil for use as approved alternative daily cover. 18. The Yard Waste Treatment and Processing Area was well managed at the time of inspection. Operations Inspection of the White Goods. Tire. Used Oil. Convenience and RecvclintFAreas 19. Tires are collected in a van trailer and sent to the Macon County Landfill. The tires are then sent to US Tire in Concord, NC for processing. 20. Used oil, filters, and cooking oil are collected at the site for recycling. Used oil and filters are collected by Enterprise Oil in Knoxville, TN for recycling. White goods are collected on a concrete pad and are taken to the Macon County Landfill for refrigerant extraction. White goods containing refrigerants were observed to be stored upright.
