STATUS OF PERMIT:
The most recent Yard Waste Notification (YWN) approval for the Small Type I facility is dated December 13, 2017.
PURPOSE OF SITE VISIT:
Comprehensive Facility Inspection.
STATUS OF PAST NOTED VIOLATIONS:
None.
OBSERVED VIOLATIONS:
1. 15A NCAC 13B .1402(g)(3)(A) states: "Notification of the Solid Waste Section prior to operation and
on an annual basis as to:
(i) Facility location;
(ii) Name, address and phone number of owner and operator;
(iii) Type and amount of wastes received;
(iv) Composting process to be used; and
(v) Intended distribution of the finished product."
During the inspection conducted on May 7, 2019, it was determined the facility did not submit a YWN Renewal Form
for the current calendar year, as required prior to June 1, 2018. Mr. Riddle telephoned the facility Operator/President
while on -site May 7, 2019, to request the facility to submit a YWN Renewal Form. Also, on May 10, 2019, Mr. Riddle
telephoned the facility Operator/President to submit a YWN Renewal Form. Additionally, in an email dated May 13,

2019, Mr. Riddle requested the facility Operator/President to submit a YWN Renewal Form. As of this date, the facility
has not submitted a current YWN Renewal Form for the site, as required by 15A NCAC 13B .1402(g)(3)(A).
To achieve compliance, within 10-days of receipt of this Facility Compliance Inspection Report, the facility must
submit a Yard Waste Notification Renewal Form for the current calendar year - June 1, 2018, to May 31, 2019.

The Section will be electronically notified upon submittal of the YWN Renewal Form. For assistance with the

The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
ADDITIONAL COMMENTS
1. Site number officially known as YWN-11-038. (Until closure in 2012, site previously identified as YWN-11-013 and
T&PN-11-013.)
2. While on -site, Mr. Riddle - Section, telephoned Mr. Reese, Operator/President, to inform him of the inspection and
discuss site operations. During the conversation, Mr. Riddle confirmed the Site Identification number as YWN-11-038.
During the discussion, Mr. Riddle also requested Mr. Reese submit a YWN Renewal Form for the 2018-2019 calendar
year, as it appeared a renewal form for the facility had not been submitted.
3. Per the YWN-11-038 New Facility Form (approved on 12/13/17), the facility is permitted to receive land clearing
debris: including stumps, whole trees, tree limbs, branches, and untreated wood.
4. Site access is controlled and located off Patton Cove Road in Swannanoa, NC.
5. Site access roads were maintained during this inspection.
6. The site appeared to meet all minimum buffer requirements.
7. The facility operational area appeared to be less than 2 acres (photo #1).
8. During this inspection, the amount of processed and unprocessed material on -site appeared to total less than 6,000
cubic yards.
9. During this inspection, waste screening appeared to be maintained and no unpermitted waste was observed.
10. Surface water appeared to be diverted from all operational and storage areas at the site.
11. Continue to maintain access around the processed and unprocessed material areas at the site for hot load and/or fire
control.
12. Continue to maintain all erosion control measures at the site as necessary.
13. This site is also designated as Temporary Disaster Debris Site #11-005.

14. As a reminder, a YWN Renewal Form for the 2019-2020 calendar year will be required for submittal to the Section
prior to June 1, 2019.
