Box 10 Wilson, North Carolina, 27894 – 0010 PARTICIPANTS: Scott Hedgepeth – Environmental Services Manager John College – NCDEQ-DWW-SWS-FOB Andrew Hammonds – NCDEQ-DWM-SWS-FOB- EA Supervisor STATUS OF PERMIT: Notified Site – No Permit required. PURPOSE OF SITE VISIT: Site was issued the YWN on 01-30-2019, same day as initial site inspection. This was a Facility Compliance Inspection. STATUS OF PAST NOTED VIOLATIONS: None OBSERVED VIOLATIONS: None The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 3 ADDITIONAL COMMENTS: 01 - Facility has good security, chain link fencing with locking gates. 02 - Has signage at entrance and other signage to be added when sign completed. 03 - Roads are made of all-weather construction. 04 - Setbacks appear to be in compliance. 05 - Temperature records are being kept and were reviewed. The original records were kept by hand. No using electronic record keeping. Looks good. 06 - Wind rows are kept small for easier management. 07 - Be sure to have fire lanes around all piles. 08 - Some of the finished compost is going to be used for a community garden to feed the homeless and soup kitchens. 09 - This garden will be on the same tract of land as the Yard Waste Notified Facility. 10 - The Parks and Recreation Department will be using the rest of the compost at this time. 11 - Need to add soil on the south side of the notified site for access road /fire lane. 12 - Facility management appears good during this facility inspection. 13 – Will contact Scott Hedgepeth to see south side dirt has been added for road/fire lane. 14 – Digital pictures taken during this inspection.
