Box 219 Morganton, NC 28680 RE: Burke County, Johns River Landfill Permit Number 12-03 Second Quarterly Landfill Gas Monitoring Report of 2019 Project No. 2181871, Phase 05 Dear Mr. Champion: On behalf of Burke County, North Carolina, Labella Associates (LABELLA) is submitting the attached methane monitoring results for Johns River Landfill, Permit Number 12-03. The 2019 second quarter landfill gas monitoring event was performed on May 07, 2019. During this event, gas probes GP-1S, GP-1D, GP-2S, GP-21, GP-2D, GP-4, GP-5, GP-6, GP-7, and GP-8 were monitored in accordance with the facility's Landfill Gas Monitoring Plan. Additionally, gas monitoring points GMP-1 through GMP-7, GMP-7A, GMP-8, GMP-9, GMP-10, GMP-11, GMP-12, GMP- 13 and GMP-14 were monitored. GP-3S and GP-3D were abandoned in February 2018 for construction of new landfill Phases 2A and 4. The locations of the gas probes and monitoring points are depicted in Drawing 1. The monitoring data for the gas probes and buildings are summarized in the attached Landfill Gas Monitoring Data Logs. Methane was detected above the lower explosive limit (LEL) in gas probes GP-2S, GP-21, GP-2D, GP-4 and GP-5. Gas probes GP-2S, GP-21, and GP-2D are a nested set and are located in close proximity to waste in the old C&D-over-MSW landfill and are not considered boundary probes. GP-4 is located between the two landfills and is also not a boundary probe. GP-5 was in exceedance of the LEL for the third time during this event. GP-5 is located over 500 feet from the nearest property boundary, and since it is only slightly above the LEL at 5/2% methane, it is unlikely to indicate an exceedance at the property boundary. GP-5 is located next to a building which we will begin to monitor as an additional gas monitoring point during each quarterly sampling event. No exceedances were recorded for any of the other probes, monitoring points, or structures. Respectively, the methane detections and exceedances are summarized in Table 1 and Table 2. We have included an EMRF and will forward a copy of this report to Jaclynne Drummond with the NCDEQ Solid Waste Section. This report should be added to the facility's records.
