The Buncombe County Transfer Station currently operates under Permit No. 1108T-TRANSFER-1996 (FID 1261652, dated January 3, 2019). PURPOSE OF SITE VISIT: Comprehensive Facility Inspection. STATUS OF PAST NOTED VIOLATIONS: None. OBSERVED VIOLATIONS: None. Page 1 of 4 NORTH CAR()LINAD_E Q�� OepaNnent W Envimnmenbl Wel� FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. ADDITIONAL COMMENTS 1. Site inspection conducted on May 8, 2019. Mr. Nick Edmonds, Transfer Station Coordinator - Buncombe County, and Mr. Kris Riddle, Section, participated in the inspection. Prior to the inspection, overall site operations were discussed on -site with Mr. Dane Pedersen, Solid Waste Director - Buncombe County. 2. Access is controlled at the facility and signage is displayed at the facility entrance. As discussed during this inspection, continue to maintain site signage as necessary. 3. The current Permit to Operate (PTO), Operations Plan, and all necessary records were available for review. 4. Municipal Solid Waste (MSW) received at the facility is transferred to the Buncombe County MSW landfill, Permit No. I I 07-MSWLF- 1996, located at 85 Panther Branch Road in Alexander, NC. 5. Daily tonnage records for waste received at the facility were reviewed from January 2019 through April 2019. Per these records, the facility is accepting, on average, approximately 426-tons per day. 6. During this inspection, the MSW tipping fee was $47.75 per ton. 7. The facility's current operating hours are: Monday — Friday: 6:00 a.m. — 4:30 p.m.; and Saturday: 7:00 a.m. — 1:00 p.m. 8. Access roads at the facility were maintained. 10. Roll -off containers are located adjacent to the residential and commercial transfer station entrances for the collection of cardboard. Household recyclables including cans, plastic bottles, newspaper, etc., are accepted inside the northern receiving bay of the residential transfer station. Cardboard and other recyclables are transported from the facility as necessary to Curbside Management, Inc., in Buncombe County, for further processing. Sharps are also accepted in approved biomedical containers located inside the residential transfer station. No solid waste issues were noted in these areas. 11. White Goods and scrap metals are accepted at the facility in roll -off containers located adjacent to the residential and commercial transfer station entrances. The facility currently contracts with Biltmore Iron & Metal Co., Inc. for white goods and scrap metals removal/processing. 'm"""°"""' Solid Waste Section & Metal Co., Inc. personnel. White Goods and scrap metals are removed from the facility for processing by Biltmore Iron & Metal Co., Inc. as necessary. No solid waste issues were noted in this area. 12. Scrap tires are accepted at this facility for the benefit of county residents. Scrap tires are collected in a semi -trailer located north of the commercial transfer station until removal for processing. (Scrap tires from commercial scrap tire haulers are not accepted at this facility.) No solid waste issues were noted in this area. 13. As observed during this inspection, Asheville Fire Protection, Co. performed maintenance on facility fire extinguishers in September 2018. 14. Initial waste screening is conducted at the facility scale house. After crossing the facility scale, vehicles are directed to either the residential or commercial transfer facility. At the residential transfer facility, waste is visually inspected as it is collected into a compactor. As necessary (when container is full), residential waste is delivered to the commercial transfer facility and deposited on the tipping floor where additional waste screening occurs. All waste delivered to the commercial transfer facility is deposited on the tipping floor where waste screening is conducted by facility personnel. During this inspection, waste screening records were reviewed from September 27, 2018, through May 8, 2019. The Section noted the facility waste screening records were well maintained. 15. As discussed during this inspection, the interior and exterior walls of the residential and commercial transfer stations were maintained (photos #1 & #2). 1. During this inspection, the leachate collection grates/drains for the residential and commercial transfer station tipping floors appeared to be functioning effectively (photo #3). The leachate collection systems in the loading bays of the residential and commercial transfer stations also appeared to be performing adequately. In addition, the facility maintains an asphalt containment berm which is utilized for leachate management in the trailer staging area on the lower eastern side of the residential transfer station. The leachate collection system for the facility discharges directly to the Metropolitan Sewerage District of Buncombe County collection and treatment system. As discussed during this inspection, continue to maintain the leachate collection systems at the residential and commercial transfer facilities as necessary. As discussed during this inspection, at a minimum, the facility inspects transfer trailer seals on a weekly basis and maintains the seals as necessary. While on -site, no leaking MSW transfer trailers were observed. Continue to maintain all transfer trailer seals at the facility as necessary. 18. No unacceptable waste was observed at the facility during this inspection. 19. During this inspection, inmate laborers were observed walking the site for windblown litter collection. No windblown litter was observed. As discussed on -site, continue all efforts to ensure that any windblown litter at the facility is collected and disposed of daily. 20. As discussed during this inspection, continue to maintain effective vector control measures at the facility. 21. As discussed during this inspection, continue to maintain all erosion control measures at the facility as necessary. 22. All photographs taken by Kris Riddle on May 8, 2019.
