The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS 1. Currently, the Septage Land Application Site consists of Field A.1 (3.5 acres), Field A.2 (9.4 acres), Field B.1 (2.9 acres) and Field B (8.3 Acres) for a total of 24.1 acres. All four fields are established in fescue.
2. The site is permitted for land application of domestic septage (including portable toilet waste) and grease trap pumpings.
3. The site had accessible all-weather roads to the septage land application field covered under the permit.
4. Appropriate signage was displayed at entrance to the site. 5. All fields had disposal area boundaries that were well delineated with permanent markers. 6. Aa reminder, the Nutrient Management Plan (NMP) states: “If a field is harvested for hay instead of grazing, the fescue will be cut as hay and baled whenever it reaches approximately 12 inches in height or just before seed emergence. This usually takes place in May and in September/October. Whether harvesting or grazing, land application shall not occur on fescue that is too tall and lodges over from the discharge event.” In addition, the NMP also states: “A 30 day waiting period must be observed between the last application of septage and grazing or harvesting of hay.”
7. No objectionable odors were observed. 8. The land application logs were reviewed. Remember that the logs must contain the time of the land application
