Permit for closure of 3901-MSWLF-1981 and 3901-CDLF-1997 (on top of 3901-MSWLF-1981) was issued on March
18, 2019.
3902-MSWLF-1982 facility closed in 1998.

The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
ADDITIONAL COMMENTS
3901-MSWLF-1981 and 3901-CDLF-1981
From 1976 to 1997, Guilford County operated the Granville County Municipal Solid Waste Landfill (MSWLF) - Unit 1
under Permit No. 3901-MSWLF-1981. The landfill stopped receiving waste on or before January 1, 1998.
In 1997, the transition plan for the unlined MSWLF included a permit modification request to construct and operate a
Construction and Demolition Debris Landfill (CDLF) unit on top of the closed MSWLF- Unit 1. On January 1, 1998, this
CDLF unit began receiving waste. The landfill ceased receiving permitted wastes in December 31, 2016. The landfill
closure construction was substantially completed on January 9, 2019. The rule -required 30-year post -closure activities
begin on March 18, 2019.
The following were observed during the January 31, 2019 inspection:
1. The landfill had been covered, seeded and strawed. Grass was beginning to grow, berms had been constructed
and landfill gas wells were visible. The road leading to the top of the closed landfill was in good condition.
2. An area of erosion could be seen toward the base of the landfill. The sediment was being captured in the silt
fence and the County was aware of the issue and had been working on resolving it.
3. Groundwater monitoring wells and surface water sampling locations must be sampled at least semi-annually.
Groundwater monitoring records were emailed to Davy Conners after the inspection for August 2018.
4. Landfill gas monitoring must be conducted quarterly. Records for landfill gas monitoring were viewed for
the following 2018 dates: February 7, May 22, August 16, and November 8.

This facility is permitted to receive non -hazardous solid waste. The permitted wastes received at the facility must be
generated within the boundaries of Granville County (including the municipalities such as Oxford, Butner, Creedmoor,
Stem, and Stovall) and surrounding counties (including Durham, Franklin, Person, Vance, and Wake Counties).

The following were observed during the January 31, 2019 inspection:
1. The facility operator must complete an approved operator training course. A responsible individual certified in
landfill operations must be on -site during all operating hours of the facility at all times while open for public use.
The following Certified Landfill Operations Specialist certifications were viewed onsite during the inspection:
• Mark Tucker; LF-2016012; exp: March 22, 2022
• Tina Faulkner; LF-2018066; exp: November 16, 2021
• Patricia Huff; LF-2018071; exp: November 16, 2021
The following SWANA Certified Professional certifications were viewed onsite during the inspection:
• Winfred Huff; 17325; exp: April 13, 2019
• Jason Falls; 76198; exp: November 5, 2021
2. The facility received an average of 91 tons per day during 2018.
3. The area of the landfill not currently receiving waste had been seeded and strawed recently, no grass was
growing yet. Very small erosion rills were observed. Once the grass begins growing this should be less of an
issue.
4. The working face was small and compact. Tarps were being used as alternative daily cover and soil cover was
being applied every Friday. Cover logs were observed for January 1, 2018 through December 31, 2018. Good
job.
5. The permittee must maintain permanent markers that accurately identify the edge of the approved waste
disposal boundary. Edge of waste/liner markers were in place around the perimeter of the landfill.
6. A scrap tire was observed on the landfill, near the working face but on top of cover. It appeared that someone
had pulled it aside and possibly forgot to remove it. Make sure scrap tires are not accidently buried in the
landfill.
7. Groundwater monitoring wells and surface water sampling locations must be sampled at least semi-
annually. Groundwater monitoring records were emailed to Davy Conners after the inspection for August
2018. Groundwater monitoring wells were capped, locked and in good repair.
8. The permittee must clean the leachate collection lines at least once a year. Records for leachate line
cleaning were emailed to Davy Conners after the inspection, showing the lines were cleaned by JetClean
America on February 8, 2018.
9. Untreated leachate must be sampled and analyzed at least semi-annually concurrently with the groundwater
water and surface water sampling. Records for sampling were viewed for the following 2018 sampling dates:
March 23, May 4, August 10, September 21, November 1, and November 26. Leachate is hauled as needed via
truck to Oxford Wastewater Treatment facility. In 2018, 4,783 tons of leachate were hauled.
10. Landfill gas monitoring must be conducted quarterly. Records for landfill gas monitoring were viewed for
the following 2018 dates: February 7, May 22, August 16, and November 8.
11. The permittee must actively employ a screening program that detects and prevents the disposal of hazardous,
liquid, and other unauthorized wastes. Random waste screening records were viewed for December 3, 2018
through January 29, 2019.

Scrap tires must be removed from the landfill.
1. A small area of subsidence that was retaining water was observed on the back slope of the landfill.
This area needs to be repair so that water does not impound over waste.
2. One small tree was growing on the landfill next to a gas pipe. Any woody vegetation on the landfill
must be removed.
3. Landfill gas monitoring must be conducted quarterly. Records for landfill gas monitoring were viewed for
the following 2018 dates: February 5, May 22, August 13, and November 8.
4. Groundwater monitoring wells and surface water sampling locations must be sampled at least semi-
annually. Groundwater monitoring records were emailed to Davy Conners after the inspection for August
2018.
