STATUS OF PERMIT:
Permit to Operate was issued on June 3, 2016 for 4204-CDLF-1998, Halifax County CDLF Area 1, Unit on Top of Closed
MSW Landfill, 4204-TRANSFER-2013, Halifax County Transfer Station. 4204-TRANSFER-2013, Halifax County
Transfer Station, permit expired on June 20, 2018. A Request for Renewal of Permit to Operate for 4204-TRANSFER-
2013 was received by the Solid Waste Section on June 22, 2018. Benjamin Jackson, Halifax County Permit Engineer, is
reviewing the renewal request. Closure of the 4204-INDUS-1994 Halifax Coal Ash Landfill and 4204-CDLF-1998
Halifax County CDLF — Area 1, Unit on Top of a Closed MSW Landfill is underway.
Permit to Construct was issued on June 3, 2016 and extension granted December 20, 2018 for 4204-CDLF-2013,
Halifax County C&D Landfill, Area 2 - Phase 1.

The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
ADDITIONAL COMMENTS
Closure of the 4204-INDUS-1994 Halifax Coal Ash Landfill and 4204-CDLF-1998 Halifax County CDLF — Area 1,
Unit on Top of a Closed MSW Landfill:
• Closure construction is currently focused on 4204-CDLF-1998. At the time of inspection, contractors were
working on final grading of the landfill and will soon be working on achieving 18" of cover. They anticipate
that within a few weeks they will have the liner on the landfill.
• Closure of 4024-INDUS-1994 will begin once 4204-CDLF-1998 is complete. They expect closure to be fully
completed within approximately 5 months.
• The permittee has maintained permanent markers that identify the edge of the approved waste disposal
boundary.
• Since the 4204-CDLF-1998 landfill is in the process of closure and no longer accepting waste, and the 4204-
CDLF-2013 has not been constructed yet, all C&D waste is going to the 4204-TRANSFER-2013 Transfer
Station.
• Landfill gas monitoring reports were reviewed for the following dates: June 5, 2018, August 10, 2018,
November 30, 2018, and March 12, 2019.
• The facility operator must complete an approved operator training course in compliance with NCGS 130A-
309.25. A responsible individual certified in landfill operations must be on -site during all operating hours of the
facility at all times while open for public use to ensure compliance with operational requirements. The following
individuals are Certified Landfill Operations Specialist for the facility:
o Tonja Travis, SWANA Certification Number LF-2017059, exp 4/11/2020
o Edgar Stanfield, SWANA Certification Number LF-2001362, exp 6/13/2019
o Trenton J Smith, SWANA Certification Number LF-2017041, exp 4/11/2020

4204-TRANSFER-2013, Halifax County Transfer Station:
The transfer facility is permitted to receive "Municipal solid waste" as defined in NCGS 130A-290 (a)(18a) and means any
solid waste resulting from the operation of residential, commercial, industrial, governmental, or institutional
establishments that would normally be collected, processed, and disposed of through a public or private solid waste
management service.
This facility is permitted to receive municipal solid waste generated within Halifax County. Waste must only be
transported for disposal to the East Carolina Regional Landfill in Bertie County, NC, Permit Number 0803-MSWLF-1993
or the Brunswick Waste Management Facility in Lawrenceville, VA.

A responsible individual trained and certified in facility operations must be on -site at all times during all operating
hours of the facility, in accordance with G.S. 130A-309.25. An attendant must be present to oversee the loading
and unloading of waste. The following individuals are Certified Transfer Station Operations Specialists for the
facility:
o Tonja Travis, SWANA Certification Number TS-2015013, exp 2/18/2021
o Edgar Stanfield, SWANA Certification Number TS-2013050, exp 5/10/2019
o Nathanial Silver, SWANA Certification Number TS-2013049, exp 5/10/2019

The facility was adequately secured by means of gates, chains, berms, fences, or other security measures approved
by the Section to prevent unauthorized entry.
Windblown materials must be collected by the end of the day and no windblown material may be allowed to leave
the facility boundary. Windblown material was minimal, good job.
Any waste stored on site must be stored in leak -resistant transfer trailers, with watertight covers. During the
inspection, the trailers storing waste were in good repair and were not leaking. However, the trailer in the
loading bay was not securely closed and was leaking leachate into the leachate collection system. This
trailer, and any trailer that is leaking should not leave the leachate collection area until it has been repaired
and is no longer leaking leachate.
• All water or liquid that comes in contact with solid waste, including vehicle wash -down water, is leachate and
must be captured and properly treated before release to the environment. The leachate control system, such as
floor drains, leachate collection devices, sanitary sewer connections, and leachate storage tanks, must be

operational during facility operations. The tipping floor must drain away from the building entrance and into the
leachate collection system.
o Leachate is collected in a tank that is pumped about every 3 months.
o During the inspection, an area outside the covered loading bay was collecting a puddle of leachate.
This area needs to be repaired such that it drains into the leachate collection system.
Interior roadways were of all-weather construction and maintained in good condition.
During the inspection, an area of the tipping floor needed repair. The County had already arranged to
have a structural engineer come out on 5/16/2019 to fix this area.

• Signs were posted at the entrance to the facility that state that no hazardous waste or liquid waste can be received
at the facility; and that provide information on dumping procedures, the hours of operation, the permit number,
and other pertinent information.
Wood Waste Processing Area:
• Surface water shall be diverted from all operational and storage areas to prevent standing water in operational
areas and under or around storage piles. During the inspection, a small amount of standing water was ponding
