Expires December 23, 2057. PURPOSE OF SITE VISIT: Partial Facility Compliance Inspection STATUS OF PAST NOTED VIOLATIONS: None OBSERVED VIOLATIONS: None The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 3 ADDITIONAL COMMENTS: 01 - This facility was issued a Life of Site permit on August 15, 2018 and expires on December 23, 2057. 02 - Facility has adequate signage. 03 - Facility is secured by chain link fences and locking gates. 04 - Interior roads are made with all-weather materials. 05 - This facility has 3 Certified Transfer Station Operations Specialist: Ricky Knight, expires 6/20/2021, Melvin Brown, expires 8/15/2021 and James A. Williams, expires 6/21/2019. All 3 certificates were in screening record book. 06 - Screening records were reviewed and were found up to date. Need to record this week’s records. 07 - The Leachate drains at the Transfer Station looked good today. This is the way it should always look. 08 - The Leachate drain has been un-stopped and looked good today. This is the way it should always look. 09 - Both #7 & #8 were needing corrective action from the last inspection conducted on April 02, 2019. 10 - One of the CEI transport trailers (# 7115/0604) is in need of repairs to the rear gate. SEE ATTACHED PICTURE. 11 - Repairs on the Outside metal have been done to keep trash inside the building. 12 - The windblown trash is getting better. Small amount during operating hours. 13 - The stored trailers should be tarped when loaded and stored. This will keep vectors from pulling out waste and dropping it on the load out pad. 14 - Digital pictures were taken during this inspection and several are attached to this report. 15 – There has been improvement since the last inspection. Another follow – up inspection will take place soon.
