The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS
1. The facility hours of operation are Monday, Tuesday, Thursday, Friday, and Saturday, 8:00am to 4:55pm. The
facility is closed on Wednesday.
2. Waste is transported to the Pine Bluff MSW Landfill in Ball Ground, Ga by Custom Ecology, Inc. (CEI) for
disposal.
Records Review
3. The permit and operations plan were available upon request.
4. Waste screening forms from April 30, 2018 to April 29, 2019 were available for review. The facility conducts
two waste screenings per week. The forms showed good documentation of the final disposition of any
unacceptable material encountered.
5. Tonnage Records from July 2018 to March 2019 were reviewed; the facility accepted 4382.9 tons during that
period.

7. Leachate pumping records were available for review. Leachate was pumped on June 8, 2018, July 9, 2018,
November 30, 2018, January 9, 2019, February 12, 2019, February 28, 2019, March 26, 2019, April 12, 2019, and
April 19, 2019.
8. Scrap tire forms from June 2, 2018 to April 23, 2019 were reviewed and appeared to be filled out correctly.
9. Refrigerant extraction is performed by a contractor, Rob Mease. Refrigerant extraction was conducted on July 31,
2018, September 1, 2018, December 12, 2018, and March 29, 2019.
Operations Inspection of the Transfer Station (2202T-TRANSFER-1997)
10. The transfer station consists of a pre-engineered steel building with a single loading bay.
11. The tipping floor was in good condition and no unapproved material was observed at the time of inspection.
12. Windblown litter was minimal and well managed.
13. Minimal material was observed outside the trailer in the loading bay. The facility cleans the loading bay
between each trailer and at the end of each operating day.
14. The trench drain in the loading bay was clear and appeared to be working properly.
15. The facility is currently constructing a covered area with leachate collection to park a loaded trailer that is
awaiting transfer to the receiving landfill.
16. The leachate holding tank was observed and no deficiencies were observed.
Operations Inspection of the White Goods. Tires. and Recvcline Convenience Center Areas
17. Scrap tires are collected in a van trailer behind the transfer building. The tires are sent to US Tire in Concord,
NC for processing.
18. The recycling convenience center is located to the southwest of the transfer building.
19. The facility collects plastic bottles, cardboard, office paper, aluminum cans, steel cans, white goods, and scrap
metal.
20. Plastic bottles, cardboard, and office paper are baled and sent to American Recycling in Candler, NC for
processing.
21. White goods are collected and stored on a concrete pad next to the recycling convenience center. White goods
containing refrigerants were observed to be stored separately and upright.
22. White goods, scrap metal, aluminum and steel cans are sent to Desoto Trail in Franklin, NC for recycling.
23. The facility collects used oil and filters which are sent to Holston Environmental Services is in Chattanooga, TN.
24. The recycling convenience center, white goods and tire areas were all well managed at the time of inspection.

Operations Inspection of the Yard Waste Notification (YWN-22-001)
25. The facility operates a Yard Waste Notification site to the north of the scale house which is secured by a cable at
the entrance.
26. The facility accepts brush, tree limbs, and untreated pallets for grinding. No unapproved material was noted in
the stockpile. The remnants of plastic trash can were observed from a recently dumped load. Facility staff
removed the material took it back to the transfer station for disposal.
