The construction and demolition debris (C&D) landfill (permit number 68-04) is located adjacent to the Orange County Closed Municipal Solid Waste (MSW) Landfill (South Landfill), the Orange County Closed MSW Landfill (North Landfill), the Orange County Closed C&D Landfill (North Landfill), the Orange County Household Hazardous Waste (HHW) Collection Facility, and the wood grinding area (permit number 68-01). 2. The facility is open Monday through Friday 7:00 am - 4:00 pm and Saturday 8:00 am - 12:00 pm. 3. The facility permit, operations plan, and site plan were discussed. 4. The permit authorizes operation of the C&D landfill, Phase 1. 5. The following are certified personnel: a. Robert Willis, Certified Manager of Landfill Operations, No. 60780, exp. 6/15/19 b. Bruce Woody, Certified Landfill Operations Specialist, No. LF-2018080, exp. 11/16/24 c. Lester Warren, Certified Landfill Operations Specialist, No. LF-2018078, exp. 11/16/21 d. R. Kevin Lindley, Certified Landfill Operations Specialist, No. LF-2016068, exp. 6/22/20 e. Thomas Lloyd, Certified Landfill Operations Specialist, No. LF-2016069, exp. 11/04/19 f. Warren Cloer, Certified Manager of Landfill Operations, No. 999954, exp. 06/10/19 6. The facility is permitted to receive C&D material, inert debris, land clearing debris, and (used) asphalt from Orange County. 7. The facility maintains records of the amount of material received. Throughput records were observed. Tonnage received from July 2018 through March 2019 was 8,880.1 tons. 8. The facility annual report (FAR) for July 2017 through June 2018 was received by the SWS dated July 20, 2018. The facility received 9,516.61 tons. 9. The facility maintains semiannual groundwater monitoring test records prepared by Draper Aden Associates, conducted by Sherrill Environmental, Inc., and analyzed by ENCO (Environmental Conservation Laboratories, Inc.). The May 14-16, 2018 monitoring event record was observed. Extra sampling records for injector well from February 14, 2019 were observed. Sampling report has been received by Orange County from the engineer and will be submitted to SWS. Regular sampling is scheduled again for May of 2019. 10. The facility maintains quarterly methane monitoring records. Methane monitoring is conducted by facility personnel. Records were observed for June 2018 through March 2019. No exceedance of the methane lower explosive limit (LEL) was noted. 11. The facility maintains quarterly hydrogen sulfide, tetrahydrofuran and 1,4 Dioxane monitoring records that mirror the methane monitoring dates. No exceedance was noted. 12. The facility uses a Gas Data LMSx 1406 methane detection unit, rented from Environmental Equipment out of Charlotte, NC. Calibration records were observed. 13. There is a landfill gas (distribution) trunk line with eight passive vent risers adjacent to the west external side slope. 14. Six inches of earthen material, used as cover, is required weekly and when the disposal area exceeds one-half acre. 15. The facility maintains weekly landfill cover of the C&D landfill. With staffing changes the weekly cover log was last done in June of 2018. A weekly cover log is to be recorded and available for review. Previous records kept met this requirement. The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 3 of 3 16. The working face appeared small and compact. 17. The facility maintains waste screening reports. A waste screening is required weekly or at > 1% by weight of the previous week’s total. Records were observed for July 5, 2017 through June 11, 2018. 18. The landfill cap, side slopes, and groundcover appeared maintained. Repair eroded rills and continue to seed and mulch as needed. 19. There was no indication of erosion or runoff. 20. Implement an operational measure(s), such as a berm, below the working face of the landfill to ensure that leachate does not mix with stormwater and flow off site. Currently stormwater flows from the Phase I C&D landfill area to culvert #2 and then into the sediment basin. From there stormwater flows off site. Leachate from C&D shall not mix with stormwater runoff. Operational measures below the working face need to be sufficient to prevent any leachate from mixing with stormwater runoff. Leachate must be contained on-site or treated prior to discharge as required by 15A NCAC 13B .0542(l)(4). 21. It appears that a trench or trenches were constructed to convey stormwater to culvert #2 that are not shown on facility approved plans. One trench is adjacent to the active working face. Please provide information as to the purpose and design of the trench(es). Ensure that operational measures are implemented to prevent any leachate from being conveyed to culvert #2 (please see item #20). 22. Landfill edge of waste markers were observed. 23. The landfill sediment basin appeared maintained. 24. No windblown material was observed. 25. Recyclable material being brought to storage areas associated with permit 68-01 appeared in good condition. 26. Orange County has a Temporary Disaster Debris Staging Site (TDDSS, DS68-002) located adjacent to the active area of the C&D landfill in the undeveloped area allotted for Phases 2 and 3. This site was deactivated on March 13, 2019. 27. The New Hope Fire Department can be contacted to address an emergency at the facility. 28. The facility has an all-weather access road. 29. The facility is secured by a locked gate. The facility sign is located at the entrance to the scale house on Eubanks Road across from the C&D landfill. 30. Mr. Woody stated that the permit renewal application has been submitted to the SWS and is currently under review. 31. Permitting documents requested by the Solid Waste Section permitting engineers must be submitted as quickly as possible to facilitate review for permit renewal.
