Alleghany County was issued a Letter Closure for the subject facility on September 7, 1995.

OBSERVED VIOLATIONS:
None
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS
1. This was a partial inspection to discuss items of concern documented on the previous inspection report issued on
April 18, 2019 and document the County’s efforts to address concerns with trees on the landfill and other actions
taken to improve the condition of the landfill.
2. A gate was located at the entrance to the facility to prevent unauthorized access.
3. The landfill was stabilized with native vegetation at the time of inspection.
4. Edge-of-waste markers consisting of PVC pipes placed over steel stakes were in place at the time of inspection.
The marker located at the northwest corner had been repaired since the last inspection.
x As noted on the previous inspection report, additional edge-of-waste markers are needed along the
southern perimeter of the landfill. This condition was discussed with Mr. Greene and Mr. Pardue
during the inspection.
5. No areas of significant settling were observed.
6. No areas of standing water were observed.
7. As noted on the previous inspection report. Please ensure that any vines growing on the methane well are cut
away.
8. During the previous inspection, an area of tall grass and briars was observed just south of the methane monitoring
well. The area did not appear to have been mowed in quite some time, and it appeared to be a storage area for
facility construction materials such as rebar, PVC pipe, and corrugated plastic pipe. It was requested that the
construction material be removed from the landfill in order for this area to be properly maintained.
x Inspection of the landfill on April 25, 2019 found all construction material had been removed from
the landfill and briars had been cut back. Thank you for your attention to this matter.
9. During the previous inspection, multiple trees appearing to be less than 6-inches in diameter were observed
growing on the landfill within the edge-of-waste markers. It was requested that all trees be removed.
x The April 25, 2019 inspection found that the County had initiated efforts to remove dense brush and
smaller diameter trees within the edge-of-waste markers. A significant amount of brush had been removed
along the northeast perimeter of the landfill. Brush had also been cut on the southern portion of the landfill
as well. Efforts to address tree growth on the landfill is appreciated.
10. During the inspection, two areas of eroded soil were observed near of the edge of the northeast portion of the
landfill. These areas were also observed by Mr. Greene and Mr. Pardue. Please ensure that these areas are
repaired and stabilized with a groundcover sufficient to restrain erosion.
11. The previous inspection report issued on April 18, 2019 noted that a review of monitoring data indicated that
methane is being monitored at the methane well located at the center of the landfill and at groundwater monitoring
wells MW1 – MW5. It was requested that Alleghany County contact Mr. Perry Sugg, Hydrogeologist, to
discuss whether monitoring for methane at groundwater monitoring wells is still an adequate method and
submittal of a revised Methane Monitoring Plan. This condition was discussed with Mr. Greene and Mr.
Pardue during the inspection. As previously noted, Mr. Sugg can be reached at (919) 707-8285 or
