(AECOM), formerly legacy URS Corporation of North Carolina, Inc., is pleased to present this report for groundwater monitoring activities conducted on October 12, 2018 to the NCDEQ UST Section on behalf of Kloeckner Metals Corporation (Kloeckner). The Kloeckner facility is located at 624 Black Satchel Drive in Charlotte, Mecklenburg County, North Carolina (site). A map depicting the location of the site is provided as Figure 1, and a map depicting the site layout is included as Figure 2. 1.0 BACKGROUND Based on previous site information provided to AECOM by Kloeckner, formerly Macsteel Service Centers USA (Macsteel), the site was formerly operated by Edgcomb Metals Company (Edgcomb). Edgcomb conducted similar site operations as Kloeckner prior to Macsteel's acquisition of the site in 1995. The site is currently assigned UST Incident #13338 due to the presence of petroleum hydrocarbons in the soil and groundwater. The NCDEQ UST Section has classified the site as `Intermediate Risk', and is currently not directed for cleanup or remediation activities. A total of six USTs and three oil/water (o/w) separators were used onsite for storage of the following: ➢ Two 1,000-gallon USTs for storage of #2 fuel oil; ➢ One 1,000-gallon UST for storage of used oil; ➢ Three 1,000-gallon o/w separators; ➢ One 9,500-gallon UST for storage of diesel fuel; ➢ One 10,000-gallon UST for storage of diesel fuel; and, ➢ One 20,000-gallon UST originally used for storage of diesel fuel, and then for storing heating oil. /� _COM Imagine it. Mr. Brett Morris NCDEQ January 11, 2019 Page 2 According to historical documents identified during a file review, all USTs and o/w separators were removed between August 1994 and September 1995, with associated soil and groundwater assessment activities initiated in March/April of 1995. August 1994 On August 8-11, 1994, SPATCO Environmental (SPATCO) conducted UST removal and soil excavation activities associated with the former #2 fuel oil USTs, used oil UST, three o/w separators and the 9,500-gallon/10,000-gallon diesel USTs, with the results of these activities reported in the Tank Closure Report, submitted to NCDEQ by SPATCO on August 29, 1994. According to the Tank Closure Report, soil samples were collected at the base of each UST and o/w separator area for petroleum hydrocarbons, halogenated solvents and/or oil & grease composition. The Tank Closure Report also included recommendations to investigate the 20,000-gallon heating oil UST. April 1995 A release in the area of the 20,000-gallon heating oil tank area was discovered in August of 1994, with notification to NCDEQ in February 1995. Assessment activities associated with this UST were initiated in March 1995, along with a groundwater assessment in the area of the former #2 fuel oil USTs, with groundwater concentrations exceeding applicable North Carolina 15A NCAC 2L.0202 groundwater quality standards (NC 21,$). Details of this investigation are discussed in the Initial Assessment Report, submitted to NCDEQ by SPATCO, in April of 1995. September 1995 According to Macsteel correspondence to NCDEQ, the 20,000-gallon heating oil UST was removed in September 1995. According to NCDEQ records, and verification by MacSteel in correspondence dated June 2004, the 20,000-gallon heating oil UST was also previously used to store diesel fuel. Soil samples were collected at the base of the UST pit and near the pump transfer piping and elbows. A water sample was collected from the perched water in the base of the tank pit, however, no water sample was collected from the surficial groundwater aquifer. Details of the UST removal and associated sample results are discussed in the Tank Closure Report, submitted by SPATCO to NCDEQ in September 1995. November 1995 In November 1995, SPATCO submitted a Comprehensive Site Assessment Report (CSA) discussing previous and additional soil/groundwater assessment activities, including the installation and sampling of the groundwater monitoring well network (MW-1 through MW-8, and DW-1) across the site. The existing monitoring well network is shown on Figure 2. The report also included receptor survey data, along with, hydrogeologic data collected during the CSA. /� _COM Imagine it. J�1E Delivered. Mr. Brett Morris NCDEQ January 11, 2019 Page 3 January 1996 Following completion of the CSA, SPATCO proceeded with evaluation of a remedy for the site. A corrective action plan (CAP) was submitted to the NCDEQ UST Section on January 5, 1996, summarizing assessment and monitoring activities to date, along with evaluation of remediation alternatives. Monitored natural attenuation (MNA) was found to be the preferred remedy for the site, and received final approval from NCDEQ in a letter dated March 8, 1996. May 2003 In May of 2003, Macsteel received a letter from the NCDEQ UST Section in response to results of the Groundwater Monitoring Report, received on May 1, 2003. In the letter, Macsteel was directed to initiate free product recovery activities for the site at monitoring well MW-1, due to the detection of light, non -aqueous phase liquid (LNAPL) at a thickness greater than 0.01 feet. AECOM was unable to locate any free product recovery reports associated with the site prior to 2003. Upon further correspondence between Macsteel and NCDEQ in 2007, Macsteel was informed that only activities associated with the detection of 1/-inch thickness of LNAPL would be under the direction of NCDEQ. AECOM was later informed by Mr. Brett Morris of NCDEQ via telephone conversation on March 30, 2011 that directed activities would commence upon detection of LNAPL greater than 1/8-inch thickness. November 2010 In November of 2010, AECOM conducted additional soil sampling, recovery well installation, and well improvement activities onsite. The intent of soil sampling activities was to fill data gaps from previous assessment activities to meet the current requirements of the NCDEQ UST Program Guidelines for Assessment and Corrective Action (NCDENR, July 15, 2008). Soil samples collected from each boring in the former o/w separator area were analyzed for volatile organic compounds (VOCs), semivolatile organic compounds (SVOCs) - polynuclear aromatic hydrocarbons (PAHs), volatile and extractable petroleum hydrocarbons (VPH/EPH), polychlorinated biphenyls (PCBs), chromium, and lead. Samples collected near the former #2 fuel oil UST were analyzed for VOCs, PAHs, and VPH/EPH compounds. Samples collected in the former heating oil UST area were analyzed for PAHs, EPH/VPH, and light petroleum VOCs. Soil sample results indicated the presence of petroleum hydrocarbons and lead, but at concentrations below their respective soil -to -water maximum contaminant concentration (MSCCs) levels. Chromium was detected in soil samples collected from the former used oil and o/w separator area at concentrations above the associated soil -to -water MSCC. The intent of the installation of a recovery well was to provide an extraction point for a future Aggressive Fluid/Vapor Recovery (AFVR) event. Recovery well RW-1 was installed in the vicinity of monitoring well MW-1, located in the former heating oil UST area. LNAPL was not measured initially upon installation of recovery well RW-1. /� _COM Imagine it. J�1E Delivered. Mr. Brett Morris NCDEQ January 11, 2019 Page 4 The results of the November 2010 soil assessment, recovery well installation, and well improvement activities are documented in the April 5, 2011 Additional Site Assessment Report, prepared by AECOM. February 2011 Following installation of recovery well RW-1, AECOM mobilized to the site on February 9, 2011 for implementation of an AFVR event to aid in mass removal of LNAPL and petroleum - affected soils associated with the former fuel oil UST area. The AFVR was conducted simultaneously at monitoring well MW-1 and recovery well RW-1 for a total of 8 hours to remove groundwater and soil vapors from the subsurface. The AFVR event removed a total of 397 gallons of LNAPL/groundwater. The results of the February 2011 AFVR event are documented in the April 5, 2011 Additional Site Assessment Report, prepared by AECOM. September 2012 In accordance with the recommendations provided by AECOM in the April 5, 2011 Additional Site Assessment Report, an additional groundwater monitoring event was conducted in September 2012 for the site. All site monitoring wells were sampled for the established constituents of concern (COCs) associated with the site. The details of these activities were provided to NCDEQ in the May 21, 2013 Additional Site Assessment Report, prepared by AECOM. As discussed in the May 21, 2013 report, COCs were detected in some of the monitoring wells above their associated groundwater and/or surface water standards. In addition to summarizing the details of the September 2012 groundwater monitoring event, the May 21, 2013 report included an update to the Limited Site Assessment (LSA) forms to satisfy the requirements of the NCDEQ UST Guidelines for Assessment and Corrective Action, dated October 1, 2012. On April 28, 2011, AECOM received email correspondence from Mr. Brett Morris of the NCDEQ UST Section requesting that a Risk Classification and Land Use Classification form, outlined in the LSA Guidelines within the NCDEQ UST Section, be completed. This was requested by Mr. Morris, as the age of the site pre -dates the LSA requirements. Based on the Risk Classification and Land Use Classification form, it was determined that the site should remain Intermediate Risk due to the presence of surface water within 500-feet of the former USTs. In addition, AECOM recommended that the site should have a land use classification of Industrial/Commercial. February 2013 In accordance with the recommendations provided by AECOM in the April 5, 2011 Additional Site Assessment Report, an additional AFVR event was conducted onsite to continue with mass removal of COCs. On February 27, 2013, the AFVR was conducted simultaneously at monitoring well MW-1 and recovery well RW-1 for a total of 8 hours to remove groundwater /� _COM Imagine it. J�1E Delivered. Mr. Brett Morris NCDEQ January 11, 2019 Page 5 and soil vapors from the subsurface. The AFVR event removed a total of 303 gallons of LNAPL/groundwater. The results of the February 2013 AFVR event are documented in the May 21, 2013 Additional Site Assessment Report, prepared by AECOM. Based on the minimized detection of measurable free product in recovery well RW-1, AECOM recommended the implementation of a free product recovery program for the site, which would include passive methods, such as the use of absorbent socks. August 2013 In accordance with the recommendations provided by AECOM in the May 21, 2013 Additional Site Assessment Report, an additional groundwater monitoring and free product recovery event was conducted for the site. On August 1, 2013, AECOM conducted groundwater sampling activities at the site. All site monitoring wells were sampled for the established COCs associated with the site. Additionally, absorbent socks were installed in monitoring well RW-1 as a passive means of free product recovery. The details of these activities were provided to NCDEQ in the November 13, 2013 Groundwater Monitoring and Free Product Recovery Report, prepared by AECOM. As discussed in the November 13, 2013 report, COCs were detected in some of the monitoring wells above their associated NC 2Ls. September 2013 and March 2014 — LNAPL Measurement/Recovery In accordance with the recommendations provided by AECOM in the May 21, 2013 Additional Site Assessment Report, a semi-annual free product monitoring and recovery program was initiated. On September 4, 2013 AECOM conducted the first LNAPL gauging event. Monitoring wells MW-1, MW-2, MW-3, MW-4, and, recovery well RW-1 were gauged for depth to LNAPL and depth to groundwater. During the September 4, 2013 LNAPL gauging event, recovery well RW-1 was recorded as having an apparent free product thickness of 0.04 feet. Subsequently, two absorbent socks were placed in recovery well RW-1 to passively recover LNAPL within the well. On March 7, 2014, AECOM conducted the second LNAPL gauging event. LNAPL was not detected in any site monitoring or recovery wells gauged during this event using the oil/water interface probe. However, AECOM replaced the pair of absorbent socks in recovery well RW-1. September 2013 — Background Soil Sampling In accordance with the recommendations provided by AECOM in the November 13, 2013 Groundwater Monitoring and Free Product Recovery Report, AECOM conducted background soil assessment activities onsite to determine whether or not chromium occurs naturally at the site. On September 12, 2013, AECOM collected soil samples for analysis of chromium from five locations onsite of which has no reported historical site operations or fuel storage. Analytical results indicated a relatively even distribution of chromium across the site at concentrations above the associated Soil -to -Water MSCC. Thus, AECOM and Kloeckner were /� _COM Imagine it. J�1E Delivered. Mr. Brett Morris NCDEQ January 11, 2019 Page 6 able to conclude that chromium is naturally occurring onsite and recommended that chromium be removed from the list of site COCs. September 2014 In accordance with the recommendations provided by AECOM in the May 21, 2013 Additional Site Assessment Report, an additional groundwater monitoring and free product recovery event was conducted at the site. On September 29, 2014, AECOM conducted groundwater sampling activities at the site. All site monitoring wells were sampled for the established COCs associated with the site. The details of these activities were provided to NCDEQ in the January 9, 2015 Groundwater Monitoring and Free Product Recovery Report, prepared by AECOM. As discussed in the January 9, 2015 report, COCs were detected in some of the monitoring wells above their associated NC 2Ls. September 2015 In accordance with the recommendations provided by AECOM in the January 9, 2015 Groundwater Monitoring and Free Product Recovery Report, an additional groundwater monitoring and free product recovery event was conducted at the site. On September 23, 2015, AECOM conducted groundwater sampling activities at the site. All site monitoring wells were sampled for the established COCs associated with the site. The details of these activities were provided to NCDEQ in the May 3, 2016 Groundwater Monitoring Report, prepared by AECOM. As discussed in the May 3, 2016 report, COCs were detected in some of the monitoring wells above their associated NC 2Ls. September 2016 In accordance with the recommendations provided by AECOM in the May 3, 2016 Groundwater Monitoring Report, an additional groundwater monitoring event was conducted at the site. On September 20, 2016, AECOM conducted groundwater sampling activities at the site. Select site monitoring wells were sampled for the established COCs associated with the site. The details of these activities were provided to NCDEQ in the January 23, 2017 Groundwater Monitoring Report, prepared by AECOM. As discussed in the January 23, 2017 report, COCs were detected in some of the monitoring wells above their associated NC 2Ls. nrtnhor 7017 In accordance with the recommendations provided by AECOM in the January 23, 2017 Groundwater Monitoring Report, an additional groundwater monitoring event was conducted at the site. On October 2, 2017, AECOM conducted groundwater sampling activities at the site. Select site monitoring wells were sampled for the established COCs associated with the site. The details of these activities were provided to NCDEQ in the January 23, 2017 Groundwater Monitoring Report, prepared by AECOM. Mr. Brett Morris NCDEQ January 11, 2019 Page 7 2.0 SCOPE OF WORK 2.1 Groundwater Monitoring Activities On October 12, 2018, AECOM conducted groundwater sampling activities at the site. The details of these activities are provided below. Groundwater Elevation Data Water level measurements were collected and documented from all onsite monitoring and recovery wells prior to purging and sampling on October 12, 2018. An electronic water level meter/interface probe (meter accuracy of +/-0.01 feet) was used to collect depth -to -water and depth -to -product measurements from the top of the well casing. The groundwater elevation data was used to prepare a potentiometric surface contour map of the surficial aquifer which is presented as Figure 3. As indicated on Figure 3, surficial groundwater flow is to the southwest toward the tributary of Stewart Creek, which is located to the west of the site. The approximate hydraulic gradient as measured from monitoring well MW-4 to MW-2 is 0.015 ft/ft. The October 12, 2018 groundwater gauging data is summarized on Table 1. Monitoring well MW-1 was recorded to have less than 6-inches of water column, resulting in an insufficient amount of groundwater available for sample collection, and thus a groundwater sample could not be collected. Groundwater Sampling Methods and Procedures AECOM personnel purged each well a minimum of three well volumes, or until no additional groundwater could be recovered from the monitoring wells. A new, bottom -loading polyethylene bailer and nylon rope was used to purge each monitoring well. No purging equipment was allowed to contact the ground or other foreign surfaces prior to sample collection. Purge water was discharged on the ground around each respective well intended for sampling per NCDEQ UST guidelines. Once each well intended for sampling had been purged and allowed sufficient time for aquifer recharge, AECOM collected a groundwater sample for select laboratory analysis. Select monitoring wells (MW-2, MW-3, MW-4, and DW-1) and recovery well RW-1 were sampled for analysis of benzene, toluene, ethylbenzene, total xylenes (BTEX), methyl tert-butyl ether (MTBE), chlorobenzene, isopropylbenzene, 1,2-dichlorobenzene, 1,3-dichlorobenzene, and 1,4- dichlorobenzene via SM 6200B, SVOCs via United States Environmental Protection Agency (EPA) Method 625, Massachusetts Department of Environmental Protection (MADEP) EPH/VPH, and total/dissolved lead via EPA Method 200.7. A duplicate sample was collected from DW-1 for quality assurance/quality control. Samples were shipped to Pace Analytical Services (Pace) in Huntersville, North Carolina in a chilled and properly packed sample cooler /� _COM Imagine it. J�1E Delivered. During sample collection, AECOM recorded water quality parameters pH, conductivity, temperature, dissolved oxygen, turbidity, and oxidation-reduction potential from each site well by use of a Yellow Springs Instruments (YSI) PRO+ water quality meter. Groundwater Sample Analytical Results Based on the laboratory analytical results provided by Pace, groundwater samples collected from the locations mentioned above indicated the presence of various COCs in groundwater onsite. Water quality measurements and groundwater analytical results are summarized on Table 2, Table 3, and Table 4. A map depicting concentrations of detected COCs in samples collected from monitoring wells is provided as Figure 4. Concentrations of VPH (C9-C 10 Aromatics), EPH (C 11-C22 Aromatics) and EPH (C9-C 18 Aliphatics) were detected above their respective NCDEQ NC 213 Surface Water Standard (NC 2B) in samples collected from recovery well RW-1. Analytical results indicated the presence of isopropylbenzene, naphthalene, phenanthrene, sec- Butylbenzene and N-Propylbenzene above their associated laboratory method detection limit (MDL) in the groundwater sample collected from recovery well RW-1, but did not exceed the associated NC 2L Standard. Lead was detected above the associated laboratory MDL but below the NCDEQ 2B Standard and 2L Standard in groundwater samples collected from monitoring well MW-3. No other compounds were detected above their associated NCDEQ 2B Standard or 2L Standard in groundwater samples collected from onsite wells. Mr. Brett Morris NCDEQ January 11, 2019 Page 9 3.0 CONCLUSIONS AND RECOMMENDATIONS Based on the sample results discussed above, EPH and VPH were detected in the groundwater sample collected from recovery well RW-1 at concentrations above their associated NC 21, Groundwater Standard. Lead was not detected above its associated NC 2B standard in groundwater samples collected onsite during the October 2018 event. Based on the October 2018 groundwater results, AECOM recommends continuing limited groundwater monitoring at the site. Monitoring wells MW-1, MW-2, MW-3, MW-4, DW-1, and recovery well RW-1 should continue to be monitored for natural attenuation and samples collected for analysis of VOCs, MADEP EPH/VPH, SVOCs, and total/dissolved lead. The next groundwater monitoring event is scheduled for October 2019.
