HomeMy WebLinkAbout20094_Belmont Dyers to North Graham Soil Transfer Approval_2019.04.17 April 17, 2019 Sent Via E-mail Mr. Jason McArthur Mr. Jesse McInerney Aberfoyle LLC Win Graham, LLC Jason@missionprop.com jesse@windevelopment.net Subject: Soil Transfer Approval Belmont Dyers and North Graham Street Brownfields Properties Belmont, Gaston County, Charlotte, Mecklenburg County Brownfields Project No. 20094-16-036 and 19007-15-060 Dear Mr. McArthur and Mr. McInerney: The North Carolina Department of Environmental Quality (DEQ) Brownfields Program received a request to transfer approximately 2,250 cubic yards of soil from the Belmont Dyers Brownfields Property (20094-16-036) to the North Graham Street Brownfields Property (19007-15-060). This request was submitted on your behalf by Mr. Chris Corbitt of Terracon on April 15, 2019 via email. In addition, a preliminary report of the Belmont Dyers stockpile sample analytical results was submitted by Mr. Brett Lawrence with Hart & Hickman, PC on April 9, 2019 with a request to export soils. DEQ Brownfields reviewed the analytical data available from the North Graham Street Brownfields Property. Then, we incorporated the analytical data representative of stockpiled samples to be imported from Belmont Dyers in Stockpiles 1 through 3 into the February 2018 DEQ Risk Calculator for the receiving North Graham Street Brownfields Property. The risk calculated at the North Graham Street Brownfields Property was not increased significantly by the addition of analytical data from Belmont Dyers Stockpiles 1 through 3. If unanticipated impacts are identified during soil movement, please refer to the Belmont Dyers EMP and the pending North Graham Street EMP for further actions and cease transfer until appropriate characterization can be completed. As specified in the Belmont Dyers EMP and the pending North Graham Street EMP; both Brownfields Properties are required to complete an annual Redevelopment Summary Report. Details related to this soil transfer, including but not limited to, total volume, general description of field screening efforts, etc. should be included with each Property’s report. Mr. Jason McArthur and Mr. Jesse McInerney April 17, 2019 Page 2 Based on our evaluation, the request to transfer soils from Belmont Dyers Stockpiles 1 through 3 to the North Graham Street Brownfields Property is approved by the DEQ Brownfields Program. Please be advised that this approval from DEQ Brownfields does not waive any applicable requirement to obtain any necessary permits, licenses or certifications which may be required from other state or local entities.
