The Permit to Construct the Phase 1 Expansion and the Permit to Operate the Construction and Demolition Landfill -Existing Phases 1-3, Construction and Demolition Treatment and Processing Facility and Type 1 Composting Facility
was issued on July 1, 2011. The Permit to Operate expired on July 1, 2016. Permit information has been received by the Solid Waste Section - Permitting Branch and is under review.

ADDITIONAL COMMENTS
1. The facility consists of a Construction and Demolition Landfill, a Treatment and Processing facility and a Type 1 Composting facility. 2. The facility is permitted to receive solid waste generated within the following counties: Cabarrus, Mecklenburg, Union, Stanly, Iredell and Rowan. 3. The facility is secured by a locked gate at the facility entrance. 4. Access roads are of all-weather construction. 5. On September 14, 2017, the Solid Waste Section - Permitting Branch received a Permit Modification Amendment. The amendment included an expanded footprint for the existing Phases 1-3 of the CDLF. Please note that no activity (i.e. grading or disposal) can occur in the area of the proposed expanded footprint of the existing Phases 1-3 of the CDLF unless written approval is issued by the Solid Waste Section. 6. The site visit was also conducted to satisfy the requirement for a pre-construction meeting for Area 1, Phase 1, Cell
1 (former called Expansion Area). Mr. Larry Frost, Engineering Project Manager with the Solid Waste Section, gave authorization to the facility to commence construction of Area 1, Phase 1, Cell 1 on April 12, 2018.
Operations Inspection of the CDLF: 7. The facility was working in Phase 3 during the inspection. 8. The facility receives approximately 500 tons of waste per day.
9. No unacceptable waste was observed. 10. The working face appeared to be less than ½ acre in size and was well controlled. 11. Observed wood waste consisting of pallets and dimensional cut lumber being stockpiled to be recycle. 12. Edge of waste markers were being maintained. 13. Windblown waste was well controlled. 14. Intermediate cover has been placed on the north and northwest side slope of the landfill and are being vegetated. 15. Good vegetative cover was observed on other inactive areas of the landfill. Operations Inspection of the Type 1 Compost Facility: 16. No unacceptable waste was observed. 17. The facility had recently ground material.
Operations Inspection of the Treatment and Processing Facility: 18. Only gypsum wallboard/sheetrock is being processed in the recycling facility. No other waste type was observed. 19. Continue to ensure that paper from the gypsum wallboard/sheetrock is picked up on a daily basis. 20. 855 tons of gypsum wallboard was received in March 2019. Records Review: 21. Reviewed permit, operations plan, soil cover log, training records, quarterly methane monitoring records, semi-annual groundwater and surface water monitoring, random inspection records (3 per day) and compost temperatures. 22. Quarterly methane monitoring continues to show methane exceedances in MW-1, MW-2 and MW-3 during the
2018 quarterly sampling events. On October 17, 2018, Mr. Perry Sugg, Hydrogeologist with the Solid Waste Section, issued a letter to the facility entitled “Design Hydrogeologic & Monitoring Reports Technical Review”. In the letter, Mr. Sugg requested that the facility submit a plan to determine whether offsite migration is occurring. To
date, the Solid Waste Section has not received the plan. Please contact Mr. Sugg at (919) 707-8258 or perry.sugg@ncdenr.gov regarding submittal of the plan.
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
