STATUS OF PAST NOTED VIOLATIONS:
A. Corrective measures in progress: 15A NCAC 13B .1626(2)(a) states in part: “the owners or operators of all MSWLF units must cover disposed solid waste with six inches of earthen material at the end of each
operating day.” The County of Randolph, N.C. and Waste Management of Carolinas, Inc. must immediately cover disposed solid waste with six inches of earthen material and/or an approved alternative daily cover material and at the end of each operating day.
Waste around tipping area prior to landfill opening.
Excessive uncovered waste observed around active cell.

B. Corrective measures in progress: 15A NCAC 13B .1626(11)(c) states, in part: " At the conclusion of each day of operation, all windblown material resulting from the operation shall be collected and returned to the area by the owner or operator." The County of Randolph, N.C. and Waste Management of Carolinas, Inc. must immediately collect and properly dispose of all windblown litter at the facility and by the conclusion of each
day of operations.

OBSERVED VIOLATIONS No new violations observed.
ADDITIONAL COMMENTS
On April 23, 2019, Chuck Kirchner met with Dan Moore from Waste Management and Eric Martin from Randolph County to conduct a partial inspection of the Great Oak Landfill on Old Cedar Falls Road in Randleman, Randolph County. This inspection was a compliance inspection for the April 10, 2019 Notice of Violation. 1. The Great Oak Landfill is a municipal solid waste (MSW) landfill owned by Randolph County and operated by Waste Management of Carolinas, Inc.
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

2. A follow-up inspection was performed on April 23, 2019 to follow up on the April 10, 2019 Notice of Violation and the Waste Management response letter dated April 19, 2019. 3. Waste Management response letter does show photographs of the south side slope in good condition. Tarps were observed being removed from the working face prior to operations during this inspection. 4. All photographs were taken by Chuck Kirchner during the inspection on April 23, 2019.
5. During the inspection, working face operations were starting for the day in Cell 2. All uncovered waste shown in photographs was documented prior to commencing solid waste disposal activities. 6. The facility does not accept scrap tires or white goods. These were not observed on site during the inspection. 7. The operations plan states that the facility may use reusable tarps, auto-shredder fluff, and petroleum contaminated soil as ADC. 8. It was previously noted that the facility uses tarps Monday through Friday and covers with soil on Saturday. All
waste needs to be returned to the working face or adequately covered at the conclusion of operations each day. 9. Accumulated sediment needs to be removed from the sediment basin below the active cell area. In addition, accumulated sediment in front of the check dam by the creek crossing needs to be removed and the ditch line stabilized as discussed in the field. 10. Sediment basins are required to be cleaned out when sediment accumulates to ½ of the design depth as specified in the facility operations plan. 11. Ensure bare areas are stabilized per NPDES and NCDEMLR requirements, especially exterior slopes and ditch lines.
