The request is to lease a portion of the Locomotive & Railcar Maintenance Facility that has a concrete pad to assemble façade components for uptown construction project. The email goes on to explain there would be no disturbance of hard surfaces or excavation required or allowed. The allowed used on the Brownfields property are industrial defined as the assembly, fabrication, processing, warehousing or distribution of goods or materials. Therefore, the email request fits within the allowable uses and is acceptable. Please note that all other government requirements and restrictions apply to your normal operations. Yes, the week is going well and I’m getting work done today, my only day in the office. I reviewed the request and the recorded Notice. At first glance, I see nothing to prohibit the use. It fits within the definition of industrial use. I will run it past Bruce Nicholson, next week. Assuming he agrees, we will send an approval letter. Happy Easter. I wanted to let you know the Rail Division has received an unsolicited proposal to lease a portion of our Brownfield property to a contractor which would use the concrete pad to assemble façade components for an uptown construction project. Their description is below. There would be no disturbance of hard surface or excavation required or allowed. The Brownfield agreement has an explicit prohibition on uses, but this seems to us to be a good use of State property to generate funds for our corridor preservation program. Let me know if we can proceed, and if so whether an official approval is needed from DEQ, or if the prohibition prevails and we should tell them it is unavailable. This project will involve construction of a hotel façade on the property located at 1320 S Graham Street. Here are the details: One year lease, with 6-month extension option. Lease rate is $1,500/month. DPR Construction will materials on site with a tipping crane. We need for the fence on Graham Street to be opened up. DPR will construct a gate at that opening. There is to be no excavation or disturbance of asphalt or the ground surrounding the work area. DPR is ready to move as soon as NCDOT can prepare the lease. Contact info for each of you below.
