Dear Mr. Barbour:
The UST Section, Division of Waste Management (DWM), Mooresville Regional Office (MRO) received the
February 28, 2019 Monitoring Report on March 04, 2019. The report recommending continuing semi-annual sampling of
monitoring and supply wells (June and December) and sampling monitoring and supply wells prior to the recommended
Mobile Multi -Phase Extraction (MMPE) of MW-1OB and MW-16 in July and January was reviewed and approved on
April 23, 2019. The paper report copy will be maintained in the MRO. The electronic copy has been loaded to the
DWM's electronic document storage system (Laserfiche).
The report indicates:
• Dissolved phase petroleum constituent compounds were detected in concentrations above the 15A NCAC 2L
Groundwater Standards (2L Standards) in monitoring wells MW-IOB, MW-16, and MW-17.
• The current contaminant mass, as calculated from the January 3, 2019 routine sampling event and areal plume
area (combination of benzene and MTBE plumes prior to the January 2019 MMPE event) is approximately 537
grams and 4,950 square feet, respectively.
• The total VOC concentrations prior to the most recent MMPE event for the monitoring wells with select
contaminant levels above the 2L Standards decreased in MW-IOB, MW-13, MW-16 and slightly increased in
MW-17 since the previous routine sampling event.

Two groundwater samples were collected from MW-IOB and MW-16 on January 30, 2019 during the MMPE
event. These grab samples were collected following the removal of one tanker volume and during the tanker
volume change out. Dissolved phase petroleum constituent concentrations in MW-IOB were drastically higher
than concentrations during the January 3, 2019 sampling event. Benzene, total xylenes, MTBE, IPE, and
naphthalene exceeded the 2L Standards in MW-IOB at that time. The benzene, IPE, and MTBE concentrations in
MW-16 were lower during the MMPE event than the concentrations during the January 3, 2019 sampling event,
with the IPE concentration below the 2L Standards. The naphthalene concentration was slightly higher in MW-16
during the MMPE event than the concentration during the January 3, 2019 sampling event.
Due to a leak in the water supply well piping, WSW-1 was not sampled during the January 2019 sampling event
since power to the well has been temporarily turned off. The owner told Shield personnel that he plans to have
the leaking pipe repaired before the next routine sampling event.
Per this Notice of Regulatory Requirements:
• Continue semi-annual monitoring (June and December) by conducting a groundwater sampling event of
all the incident monitoring and supply wells in June 2019.
• The next report should include an updated receptor survey for the site in accordance with the most recent version
of the Guidelines for Assessment and Corrective Action for UST Releases.
• The next monitoring report is due by July 31, 2019.
Please note that sampling and correction action must be conducted in accordance with the Guidelines for
Assessment and Corrective Action for UST Releases. Failure to comply in the manner and time specified may result in
the assessment of civil penalties and/or the use of the other enforcement mechanisms.
