Re: Treatment System — PLCAHMI Update

Dear Mr. Ghiold:
As reported in recent quarterly progress reports, electronic issues within equipment and control logic for
the treatment system have resulted in repeated communication and operational issues over the past two
quarters of operations. Most, if not all of these problems stem from electronics and equipment that is
obsolete and incompatible with current operations. To rectify the issues, the Seaboard Group II and the
City of High Point (Parties) have elected to replace the PLC/HMI control system and optimize
groundwater extraction and treatment system operations at the referenced Site. This modification is
intended to resolve system operational issues and allow for more continuous operations.
The work being conducted at this time includes:
Installation of new hardware (IE valves, control electronics) to replace old equipment that is no
longer available and/or incompatible with new software.
Wiring of new equipment.
Installation of new programmable control logic.
During the PLC/I1MI replacement, the Parties are planning to take the opportunity to completely remove
the PhotoCat equipment and controllers from the treatment enclosure. This will include:
• Removal and recycling of UV lamps.
• Removal and recycling of PhotoCat equipment and controllers.
• Removal of nonessential pumps, valves, and piping.
• Removal, recycling, and/or disposal of electrical wiring, conduits, and control boxes associated
with the PhotoCat.
The Parties have already received approval from recycling outlets for the UV bulbs and lamp drivers.
