Transfer Station was issued to Alexander County on February 20, 2017. PURPOSE OF SITE VISIT: Comprehensive Inspection STATUS OF PAST NOTED VIOLATIONS: N/A OBSERVED VIOLATIONS: None The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 2 ADDITIONAL COMMENTS 1. The facility consists of a Construction and Demolition Landfill located on top of a closed MSW landfill. 2. The facility is permitted to receive solid waste generated within Alexander County only. 3. A gate was located at the entrance to the facility to prevent unauthorized access. 4. The facility had proper signage. Records Review: 5. The Permit to Operate and Operations Plan were current and available upon request. 6. Waste tonnage reports were reviewed for April 2018 through March 2019. The facility received 3,328.44-tons of waste during this time. 7. Groundwater and surface water monitoring was being performed semiannually as required. First semiannual monitoring results for 2018 (performed June 11-12, 2018) and 2nd semiannual monitoring results for 2018 (performed December 26-28, 2018) were verified. 8. Methane and hydrogen sulfide monitoring was being performed quarterly as required. Monitoring reports for events performed on 6/7/18, 9/20/18, 12/26/18, and 3/19/19 were verified. No exceedences above applicable standards were observed. However, methane at MP-1 was documented as .3% by volume on 12/26/18 and 3.5% by volume on 3/19/19. Both readings are below the lower explosive limit (5% by volume), but the increase in methane should be closely monitored as MP-1 is located adjacent to the property boundary. 9. A soil cover log was being maintained. The log documented the date and number of loads of soil placed on the landfill. 10. Landfill Operation Specialist Certifications: x Freddy Mitchell (expires 3/27/22) x Monty Payne (expires 9/5/21) x RD Story (expires 2/13/21) Operations Inspection of the CDLF: 11. Waste was being placed in Phase 2 at the time of inspection. 12. The working face was well controlled and less than one-half acre in size. 13. No unacceptable waste streams were observed. 14. Good earthen cover had been provided on inactive portions of the landfill. 15. Windblown waste was well controlled. 16. The landfill continues to suffer slight rill erosion on inactive slopes. Evidence of recent repairs to eroded areas were observed during the inspection. All bare areas and areas of sparse vegetation are in need of seeding to ensure the establishment of a groundcover sufficient to restrain erosion.
