Hilltop Road Red Springs, NC 28377 PARTICIPANTS: Connie Wylie STATUS OF PERMIT: Active – permit expires July 14, 2022 PURPOSE OF SITE VISIT: Routine STATUS OF PAST NOTED VIOLATIONS: The damaged “Septage Land Application Site” sign has not been replaced as requested in the audit of 10/31/2018 OBSERVED VIOLATIONS: 1. .0842(2) All access roads or paths crossing or leading to the disposal area shall be posted “No Trespassing” and a visible and legible sign stating “Septage Land Application Site” shall be maintained at each entrance to the land application site. The “Septage Land Application Site” sign is damaged – repost a new sign. SEE BACK OF PAGE The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. Did not drive over entire site due to very wet conditions –standing water on the field. The winter cover crop appears well established. Harvest the rye per the approved nutrient management plan so that the Bermuda is not shaded out. Reseed any thin areas & implement weed control as needed to maintain the Bermuda cropstand. 2. One of the field markers on the back side is cut/damaged and also one of the field markers on the front side is cut/damaged. Replace these damaged posts. 3. Also the missing corner post at the front corner (500 feet from the trailer & 130 feet from the center line of the road) has not been reposted as requested on previous audits – repost this missing corner post. 4. No sign of land application outside the permitted boundaries. It appears that the approved setbacks are being met but were not measured at this time. 5. No apparent sign of heavy or recent application. No odors noted. 6. The access road is adequate. The site is managed as two fields.
